No unauthorized person(s) shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenance thereof without a written permit from the Town. Failure to obtain a permit may result in a fine of $250. Permits expire one year from date of issue.
A. 
Three types of sewer permits will be issued. These will be for residential, nonresidential and repair/reconnection. The owner or his agent shall make application on a special form furnished by the sewer district. The permit shall be supplemented by any plans, specifications and other information considered pertinent in the judgment of the Utilities Committee, Town Designated Engineer, Town Sewer Inspector or Deputy Sewer Inspector.
B. 
The permit fees, including inspection are as follows:

(1) 
Residential (per sewer service lateral installation): $50.
(2) 
Nonresidential (per sewer service lateral installation): $150.
(3) 
Repair/reconnection (per sewer service lateral): $25.
All costs and expenses incidental to the installation and connection of the building sewer shall be borne by the property owner(s). These costs include attorney's fees, legal fees, filing fees and engineering fees, etc. The owner(s) shall indemnify the sewer district and the Town from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
Where a new building is constructed and there is no building lateral from the main to the property line, the cost of installation of this lateral and the tapping of the main will be the responsibility of the property owner, including excavation, pipe work, backfill, replacement of pavement, etc.
A separate and independent building sewer shall be provided for every building, except that where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, courtyard or driveway, the front building sewer may be extended to the rear building and the whole considered as one building sewer, but the Town does not and will not assume any obligation or responsibility for damage caused by or resulting from any single connection aforementioned.
No person(s) shall make connection of sump pumps, roof downspouts, foundation drains, floor drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or building drain which, in turn, is connected directly or indirectly to a public sanitary sewer.
The connection of the building sewer into the public sewer shall conform to the requirements of this chapter and to the New York State Uniform Fire Prevention and Building Code (latest revision) and in addition to any applicable rules and regulations of the Town of North Greenbush and Rensselaer County Sewer District No. 1. Connections shall be made gastight and watertight and verified by proper testing. Any deviation from the prescribed procedure and materials must be approved by the Town Sewer Inspector and/or Deputy Sewer Inspector before installation.
The applicant for the building sewer permit shall notify the Town Sewer Inspector and/or Deputy Sewer Inspector 24 hours in advance of when the building sewer is ready for inspection and connection to the public sewer. The connection and testing shall be made under the supervision of the Town Sewer Inspector and/or Deputy Sewer Inspector.
The property owner's sewer connection between the house lateral at the property line and the building shall be a direct connection and shall bypass all septic tanks, leach pits, tile fields and other private disposal facilities which shall be abandoned. Ten 10 feet shall be required between sewer lines and waterlines.
