There are hereby created three positions of part-time constables who shall act as control officers in the Port Chester Justice Court.

A. 
The three constables shall divide the hours that the Port Chester Village Justice Court is in session between them such that two of such constables shall be in attendance at all times that the court is in session, but in no event shall either constable work more than 19 hours per week. The times, hours and manner of work shall be under the control and supervision of the police justice, acting police justice and Chief of Police.
B. 
Such constables shall be responsible for maintaining peace, order and safety for the Port Chester Justice Court.
No constable appointment shall be effective until such constable has successfully completed the police officer basic training course mandated by the Municipal Police Training Council and given to police officers by Westchester County. The cost of such training, once authorized by its Village Manager, shall be charged to the Village of Port Chester.
The constables, when appointed, shall be peace officers as described in Criminal Procedure Law § 2.10, Subdivision 1, and shall be authorized to carry firearms in the course of their duties hereunder.
Invalidation of any part or portion hereof shall not invalidate any other part of the chapter.
This chapter shall take effect upon filing of the same with the Secretary of State.
