It shall be unlawful for any resident of the Village of Port Chester,
or person having a place of business therein, to operate or use, or permit
to be operated or used, any bicycle upon any of the public highways, streets,
avenues, walks, sidewalks or in any public park or public place within the
village, without first making written application on forms provided by and
obtaining from the Police Department of the village a certificate of registration
therefor issued under the provisions of this chapter. At the time of issuing
said certificate of registration, said Department may issue a registration
plate to be attached to the bicycle so licensed. With respect to bicycles
owned and operated by persons under the age of 16 years, the parent or guardian
of any such person shall make the aforesaid application and is hereby made
responsible for the proper use of said bicycle by such person.

The registration fee for each bicycle shall be as set forth in Chapter 175, Fees, which fee shall be paid to the Police Department upon the issuance of such certificate of registration, and said certificate shall be nontransferable. Applications for certificates of registration shall be made at Police Headquarters, No. 348 North Main Street, Port Chester, New York, and such certificates shall be issued on forms to be provided by said Police Department. When operating or using their bicycles, as aforesaid, operators shall have their certificates of registration with them and exhibit same to any duly authorized police officer of the village on demand. Registration plates, if issued, shall be attached to the frame of each bicycle by the applicant, and shall remain at all times so attached during the period covered by such registration, and shall also be nontransferable.
There shall be kept in the Police Department of the village a record
of the number of each registration, the date issued, the name and address
of the person to whom issued, the number or other identification mark on the
frame of the bicycle for which issued and the name of any child under 16 years,
if any, for whose use the bicycle is registered, and also such other matters
as the Chief of Police may deem necessary.
The Police Department shall cause each bicycle to be inspected before
licensing the same, and a license shall be refused for any bicycle which the
Chief of Police determines is in unsafe mechanical condition or not equipped
in conformity with the requirements of law.
No license shall be issued until the Chief of Police knows or has reasonable
ground to believe that the applicant, or any child under 16 years of age for
whose use the said bicycle is to be registered, is familiar with the traffic
laws and regulations that apply to the operation and use of a bicycle. The
Police Department may give or cause to be given reasonable tests to ascertain
whether the applicant or such child is familiar with the traffic laws and
regulations applicable to bicycles and is capable of complying with them when
operating a bicycle.
In addition to the penalties hereinafter provided, the Chief of Police
of Port Chester may revoke or suspend for not more than 30 days the certificate
of registration issued under the provisions of this chapter for any violation
of the provisions of this article or for the violation of the New York State
Vehicle and Traffic Law or the Traffic Ordinance of the Village of Port Chester,
as they relate to street traffic insofar as the same are applicable, or for
any good cause, and no such bicycle shall be used on any of the public highways
of said village during the period of such revocation or suspension. Such revocation
shall become effective upon the mailing of a notice of revocation to the applicant
at the address of said applicant as it appears upon the application for such
certificate.
Except when duly authorized, it shall be unlawful for any person to
willfully or maliciously remove, destroy, mutilate or alter the number of
any registration plate or written certificate of registration issued under
the provisions of this article during the time in which such registration
plate or written certificate of registration is operative.
Any person violating any provisions in this article shall be punished
by a fine not exceeding $5 for each offense and in case of nonpayment of such
fine by imprisonment not exceeding one day for each dollar of such fine in
the discretion of the Court or Judge convicting.
