No person shall maintain or conduct a privately owned field or space
for the parking for hire of motor vehicles or any other vehicles without first
obtaining a license therefor.

The annual fee for any license or renewal hereunder shall be as set forth in Chapter 175, Fees, whether the field be so used for all or any fractional part of a year. The Village Engineer shall compute the number of cars which can be accommodated, making due allowance for necessary roadways, and his estimate shall be final.
