Every person propelling any pushcart or similar vehicle upon a street or highway within the Village shall be subject to the provisions of this chapter applicable to the driver of any vehicle, except those provisions of this chapter which by their very nature can have no application.
No person upon roller skates or riding in or by means of any coaster, toy vehicles, skateboards or similar devices shall go upon any roadway except while crossing a street on a crosswalk, and when so crossing a street on a crosswalk, such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.
A. 
In connection with construction work on private property, no person shall place any barricades or other obstruction adjacent to the curbline in the traveled portion of the street to prevent parking or standing of vehicles except in an emergency and then only with the consent of the Police Department.
B. 
The Police Department is hereby authorized, upon request of an owner of property or a contractor, to temporarily place signs banning parking or standing in streets or highways adjacent to construction or demolition work. Such signs shall remain the property of the Village and shall be returned in good condition at the completion of the project for which they were issued.
No driver of a vehicle, except an authorized emergency vehicle, shall drive between the vehicles comprising a funeral or other authorized procession while the same is in motion and when such vehicles are conspicuously designated. This provision shall not apply at intersections where traffic is controlled by traffic control signals or police officers.

A. 
Definitions. For purposes of this section, the following terms shall have the meaning indicated below:
COMMERCIAL VEHICLE
A bus, tractor, trailer or tractor-trailer combination, taxicab, limousine, livery vehicle, truck or van with commercial plates, construction vehicle, or any vehicle which has equipment or a display evidencing use of same for commercial purposes.
B. 
It shall be unlawful for any person to park a commercial vehicle on a street between the hours of 9:00 p.m. and 7:00 a.m.
C. 
At all other times, it shall be unlawful for any person to park on any street or highway within the Village of Port Chester any commercial vehicle for a period longer than three hours or in a position that such parking creates a traffic hazard by obstructing an intersection or driveway along such street or highway.
D. 
In the case when a commercial vehicle is parked in violation of Subsections B and C, the defendant may raise as an affirmative defense that the vehicle was engaged in service to a premises located within 250 feet of where the summons was issued.
E. 
Subsections B and C shall not apply to vehicles owned or operated by a regulated utility or their agents engaged in work in the vicinity.
F. 
Overnight parking of commercial vehicles is hereby permitted only in the marked parking spaces in the following municipal parking lots where designated for same between the hours of 9:00 p.m. and 7:00 a.m.

No person shall park on a sidewalk or ride, drive or operate any vehicle, bicycle or other device along any public sidewalk or footpath intended for the use of pedestrians. This section shall not apply to children 10 years of age or under, nor to invalids or cripples who cannot walk.
