A. 
By authority of the resolution adopted by the Board of Trustees on the first day of December 1930, pursuant to the provisions of Article VI-A of the Village Law, the Planning Board of the Village of Port Chester, New York, has the power and authority to approve plats for subdivisions, which show new streets or highways, within the limits of the Village of Port Chester, New York.
B. 
It is declared to be the policy of the Village Planning Board to consider land subdivision plats as part of a plan for the orderly, efficient and economical development of the village. This means, among other things, that land to be subdivided shall be of such character that it can be used safely for building purposes without danger to health or peril from fire, flood or other menace; that proper provision shall be made for drainage, water, sewerage and other needed improvements; that the proposed streets shall compose a convenient system conforming to the Official Map[1] and shall be properly related to the proposals shown on the Village Plan as it is adopted by the Planning Board and shall be of such width, grade and location as to accommodate the prospective traffic, to afford adequate light and air, to facilitate fire protection and to provide access to fire-fighting equipment to buildings; and that in proper cases, open spaces for parks and playgrounds shall be shown on the subdivision plat.

C. 
In order that land subdivisions may be made in accordance with this policy, these regulations are hereby adopted.

The Village of Port Chester has adopted the Compact Plan, as amended from time to time, as a statement of policies, principles and guides to supplement other established land use policies in the Village. In its discretionary actions under these subdivision regulations, the reviewing agency should take into consideration said statement of policies, principles and guides, as appropriate.
