A Fire Police Squad of the Fire Department of the City is hereby created and organized pursuant to § 209-c of the General Municipal Law of the State of New York.
The Fire Police Squad shall be composed of five members from each of the fire companies of the Fire Department of the City of Port Jervis, to be appointed by the Mayor with the approval of the Common Council. The term of each member of the Fire Police Squad shall be one year and shall begin on the first day of February of the year in which the appointment is made. The appointment of any member of said Fire Police Squad may be revoked at any time by the Mayor with the approval of the Common Council, and pending such approval of the Common Council, the Mayor may suspend any such member from duty.
The Captain of each fire company shall, on the second day of January in each year, in writing, recommend to the Mayor five members of said fire company for appointment as members of said Fire Police Squad. At the regular meeting of the Common Council in said month, the Mayor shall submit to the Common Council for ratification the names of those whom he has appointed to be members of said Fire Police Squad.
In case of a vacancy in said Fire Police Squad, the Captain of the fire company in which such vacancy occurs shall recommend for appointment a member of said fire company in the manner hereinbefore required, and the vacancy shall be filled for the unexpired term by appointment by the Mayor with the approval of the Common Council.
There shall be a Chief, an Assistant Chief and a Secretary of said Fire Police Squad, to be elected by the majority vote of the members of said Fire Police Squad. Said Fire Police Squad shall be authorized to adopt bylaws, which shall take effect when approved by the Fire Department and the Common Council.
The members of said Fire Police Squad shall have the powers of and render service as peace officers at such times as the Fire Department, any fire company of the Fire Department or any Emergency Rescue and First Aid Squad of the Fire Department is on duty, and the authority of said members of the Fire Police Squad shall continue for the duration of a fire or emergency and until released by the Fire Department officer in charge. At all such times the members of said Fire Police Squad shall be subject to the orders of the Fire Department officer in charge.

Constituted. The members of each fire company of the Fire Department of the City are hereby organized as Emergency Rescue and First Aid Squads pursuant to § 209-b of the General Municipal Law of the State of New York.
B. 
Purpose. Each such Emergency Rescue and First Aid Squad may render service in case of accidents, public calamities or other emergencies in connection with which their services may be required, as well as in case of alarms of fire.[2]
