The office of an Industrial Commissioner for the City of Port Jervis
is hereby created.
The Industrial Commissioner shall be appointed by the Mayor and approved
by the majority of members of the Common Council and shall hold office until
January 31, 1963, unless sooner removed by the Mayor for any cause whatsoever.
Thereafter the term of office of said Industrial Commissioner shall be for
one year and each appointment shall expire on the 31st day of January following
the appointment.
A.
It shall be the duty of the Industrial Commissioner to
make surveys and inquiries into the industrial and business conditions in
the City of Port Jervis; to engage in and cooperate with other civic bodies
in efforts to secure new industries for the City of Port Jervis; to contact
concerns interested in locating in the City of Port Jervis and to offer them
such inducements to locate here as may be approved by the Common Council of
the City of Port Jervis; to improve business conditions; and to promote the
general welfare by encouragement of methods and policies designed to better
industrial and business conditions of the City.
B.
The Industrial Commissioner shall have no power or authority
to contract debts or obligations for or against the City of Port Jervis.
There is hereby created a committee to be known as the "Industrial Committee
of the City of Port Jervis," consisting of four members who shall work and
cooperate with and under the direction of the Industrial Commissioner. Said
Committee shall be appointed by the Mayor and approved by the majority of
the members of the Common Council and shall hold office until January 31,
1963, unless sooner removed by the Mayor for any cause whatsoever. Thereafter
the term of office of the members of the Industrial Committee shall be for
one year and each appointment shall expire on the 31st day of January following
the appointment. The members of the Committee shall serve without salary and
shall be under the direction and supervision of the Industrial Commissioner.
