Wherever a fine or charge is established by the Common Council of the
City of Port Jervis under any law, resolution, statute, regulation or provision
in the City of Port Jervis Code and Charter, it is hereby determined that
said fine or charge may be changed or modified from time to time by a resolution
or resolutions of the Port Jervis Common Council.
