Disorderly conduct is hereby prohibited within the City of Greensburg. Any person who shall be guilty of any act, word or conduct causing or tending to cause a disturbance of the peace and good order of the city or causing or tending to cause any danger, discomfort or annoyance to any inhabitants of the city or users of the streets, alleys and sidewalks in the city or shall willfully make any loud, boisterous or unseemly noise or disturbance or who shall publicly make use of obscene or indecent language or who shall loaf or loiter or congregate upon any of the public grounds of the city or at the entrance to any church or place of assembly or who shall possess any opened container of alcoholic beverages or who shall consume any alcoholic beverages in the parks or public parking lots or on the streets, alleys and sidewalks in the city to the annoyance of peaceable residents nearby or traveling upon any street or alley or being lawfully upon any of the public grounds in the city or attempting to gain ingress to or egress from any church or other place of assembly in the city, whereby the public peace is broken or disturbed or the traveling public annoyed, shall be guilty of disorderly conduct.
No person or persons shall destroy or injure in any way whatsoever or tamper with or deface any public property of the City of Greensburg or any grass, walk, lamp, ornamental work, building, streetlight, fire hydrant, water or gas stop box or any portion of a catch basin, manhole cover or part of a sewer or drain upon or in any easement or any of the streets, alleys or sidewalks or in any parks or other public grounds in the city.
No person or persons shall in any manner interfere with or meddle with or pull, drive, change, alter or destroy any stake, post, monument or the evidence of any elevation, grade, line, location, corner or angle in the City of Greensburg made, placed or set or hereafter made, placed or set or caused to be done by the authorities of the city in any survey or in any street, alley or public ground in the city to evidence the elevation, line, grade, location, corner or angle of any public street, alley, sidewalk, curb, gutter, sewer or other public work, matter or thing.
No person or persons shall take any earth, stone or other materials from any of the streets, alleys, parks or other public grounds.
This chapter shall not apply to normal activities in connection with the construction, maintenance and repair of streets, alleys, sidewalks and public grounds and the structures and facilities located thereon or to incidental results of work thereon or therein upon permit from or by authority of the city.
Any person violating any of the provisions of this chapter shall, upon conviction, be sentenced to pay a fine of not more than six hundred dollars ($600.) or be imprisoned for a period not exceeding ninety (90) days, or both such fine and imprisonment.
