A. 
The Common Council shall designate an individual to serve as Head of Emergency Management Services. The appointment shall be made at the Council's organizational meeting in odd-numbered years. The term of office shall be two years. Where specifically authorized by a majority vote of the members of the Common Council, the Head of Emergency Management Services shall work to develop and promulgate emergency management plans consistent with the state plans, direct the emergency management program of the City, and perform such other duties related to emergency management as are required by the Common Council.
B. 
The Head of Emergency Management Services shall direct local emergency management training programs and exercises, where authorized by the Common Council, direct participation in emergency management programs and exercises ordered by the County Head of Emergency Management Services, and advise the County Head of Emergency Management Services on local emergency management programs and submit to him or her such reports as he or she requires.
C. 
During the continuance of a state of emergency proclaimed by the Governor, the Head of Emergency Management Services, on behalf of the City, may contract with any person to provide equipment and services on a cost basis to be used in disaster relief.

As used in this chapter, the following terms shall have the meanings indicated:
CIVIL DEFENSE
All measures undertaken by or on behalf of the state and its subdivisions to prepare for and minimize the effect of enemy action upon the civilian population.
EMERGENCY MANAGEMENT
Includes civil defense and means all measures undertaken by or on behalf of the City to:
A. 
Prepare for and minimize the effect of enemy action and natural or man-made disaster upon the civilian population.
B. 
Effectuate emergency repairs to, or the emergency restoration of, vital public utilities and facilities destroyed or damaged by such action or disaster.
Whenever necessary to meet a civil defense emergency for which adequate regulations have not been adopted by the Common Council, the Mayor, and in his absence, if other than the Mayor, the Head of Emergency Management Services, may by proclamation promulgate and enforce such orders, rules and regulations relating to the conduct of persons and the use of property as shall be necessary to protect the public peace, health and safety and preserve lives and property and to ensure the cooperation necessary to civil defense activities. Such proclamations shall be posted in three public places and may be rescinded by the Common Council by resolution at any time.
A. 
Upon the declaration by the Governor, by the Mayor or the Head of Emergency Management Services in the absence of the Mayor, or by the Common Council of a state of emergency, the Head of Emergency Management Services shall issue all necessary proclamations as to the existence of such state of emergency and shall issue such disaster warnings or alerts as shall be required in the civil defense plan.
B. 
The civil defense organization shall take action in accordance with the civil defense plan only after the declaration of an emergency and the issuance of official disaster warnings. Such state of emergency shall continue until terminated by the issuing authority, provided that any such declaration not issued by the Governor may be terminated at the discretion of the Common Council.
