It is the intent of this chapter to authorize the County of Allegany to prepare and submit an application jointly with the Town of Friendship and Cuba Village to the Commissioner of Economic Development pursuant to § 961 of the General Municipal Law, for designation of an area within Allegany County as an economic development zone.
The portions of the Town of Friendship and Cuba Village in the economic development zone are bounded and described in the boundary descriptions on file in the Village offices.

The economic development zone certification officer shall be the Director of the County Office of Development which was established by Allegany County L.L. No. 2-1985. During any period of vacancy in the office of such Director, such certification officer shall be an officer or employee of the County of Allegany designated by resolution of the Allegany County Board of Legislators.
The Economic Development Zone Administrative Board for the economic development zone described in § 95-2 shall consist of 15 members, to be appointed by the Chairman of the Allegany County Board of Legislators, representing the following interests:
A. 
Seven members from the County of Allegany, one of which shall be an officer or employee of Allegany County government and Chairman.
B. 
One member from the Town of Friendship.
C. 
One member from Cuba Village.
D. 
Six members from the following groups:
(1) 
Local businesses.
(2) 
Organized labor.
(3) 
Community organizations.
(4) 
Financial institutions.
(5) 
Local educational institutions.
(6) 
Zone residents.
This chapter shall not take effect unless local laws substantially in the form of this chapter are adopted by the Board of Legislators of the County of Allegany and by the Town Board of the Town of Friendship.[1]
