No mobile home shall be located within Cuba Village other than
in a mobile home park or remodeled until an application for a permit
has been filed in the Village Clerk's office and has been approved
by the Board of Trustees. Such application shall be filled out in
duplicate on a form supplied by the Village Clerk and shall be accompanied
by two copies of a plot plan, drawn to scale, showing the dimensions
of the parcel of land proposed to be used as a site, the location
of the existing or proposed water supply and the location of the existing
or proposed method for disposing of sewage.
A.
Upon receipt of an application for a permit to locate or remodel
a mobile home, the Village Clerk shall transmit the same to the Village
Building Inspector/Code Enforcement Officer, who shall make an examination
of the site described in said application and report his/her findings
to the Board of Trustees. After receipt of such report, the Board
of Trustees shall approve or disapprove the issuance of the permit
applied for.
B.
One copy of said application, when approved by the Board of Trustees
and signed by the Village Clerk, shall constitute a permit. Such permit,
together with one copy of the plot plan, shall be given to the applicant;
the second copy of both the application and the plot plan shall be
retained by the Village Clerk.
C.
Upon completion of the permitted project, the applicant shall notify
the Building Inspector/Code Enforcement Officer that the structure
is ready for final inspection, whereupon the Building Inspector/Code
Enforcement Officer shall promptly make such final inspection, and,
if satisfied that the regulations pertaining to this project have
been complied with, he/she shall issue a certificate of compliance
granting permission to use the structure.
A.
The minimum dimensions of a site on which a mobile home may be located
outside of a mobile home park are as follows:

Front yard depth or setback from the front property line: 30 feet.
(3)
Setback where the front property line is not clearly defined: 50
feet from the center of a village street and 30 feet from a state
road right-of-way.
(4)
Backyard depth: 10 feet.
(5)
Side yard width: two side yards with a minimum total width of 30
feet. Neither side yard shall have a width of less than 10 feet.
(6)
Area of site: 7,500 square feet.
A mobile home shall be supported on masonry piers or a foundation
in order to protect the structure from ground frost, water and other
contingencies and shall have an appropriate skirting consisting of
corrugated aluminum or fiberglass on sound framing.
All mobile homes must connect to the village sewer lines and
water system.[1]
No mobile home shall be occupied until installations are complete.
No water service shall be turned on until the Building Inspector/Code
Enforcement Officer has made final inspection and given written approval.
Any accessory units shall be constructed only with the approval
of the Building Inspector/Code Enforcement Officer and shall conform
to all the setback and yard requirements as set forth herein.
The provisions of this Article shall not apply to:
A fee, as set forth from time to time by resolution of the Board
of Trustees,[2] shall be charged for issuing a permit pursuant to this
Article, payment to be made at the time the application is filed.
No mobile home shall remain anywhere in Cuba Village, other
than on a permanent site or in a mobile home park or in storage, for
a longer period than four weeks in any twelve-calendar-month period.
An application for a permit for such temporary location shall be made
to the Village Clerk, who shall have authority to issue such temporary
permit without cost to the applicant. Revocation of a temporary permit
may be made by the Village Building Inspector/Code Enforcement Officer.
