A.
A surcharge or pretreatment to allowable concentrations
prior to discharge will be required for a discharge which exceeds
the standard discharge unit maximum concentration.
(1)
Residential and commercial customers: BOD-5 surcharge
= (average BOD-5 concentration in mg/l - 300 mg/l allowable BOD-5)
x 8.34 x (annual water use in millions of gallons) x (unit O &
M cost for treatment of BOD-5).
(2)
Residential and commercial customers: Suspended solids
surcharge = (average suspended solids concentration in mg/l - 300
mg/l allowable suspended solids) x 8.34 x (annual water use in millions
of gallons) x (unit O & M cost for treatment of suspended solids).
(3)
Industrial customers: BOD-5 surcharge = (average BOD-5
concentration in mg/l - 300 mg/l allowable BOD-5) x 8.34 x (annual
sewer flow in millions of gallons - registered by a sewer flow meter)
x (unit O & M cost for treatment of BOD-5).
(4)
Industrial customers: Suspended solids surcharge =
(average suspended solids concentration in mg/l - 300 mg/l allowable
suspended solids) x 8.34 x (annual sewer flow in millions of gallons
- registered by a sewer flow meter) x (unit O & M cost for treatment
of suspended solids).

Application fee. A fee of $50, the processing of each
application for a new sewer connection.

B.
Fee schedule. All property owners shall be invoiced
for the quantity of water used, based on 90% of water meter reading.

Inside Village limits, residential, invoiced monthly: minimum charge
of $468 per year for each meter or $39 per month. The minimum charge
includes 3,600 gallons used monthly. Usage over the minimum 3,600
gallons shall be billed at the rate of $11 per 1,000 gallons up to
16,200 gallons. Usage from 16,201 gallons to 22,500 gallons shall
be billed at the rate of $12 per 1,000 gallons. Additional usage over
22,500 gallons shall be billed at a rate of $13 per 1,000 gallons.
(2)
Inside Village limits, commercial, invoiced monthly: minimum charge
of $504 per year for each meter or $42 per month. The minimum charge
includes the first 3,600 gallons used monthly. Usage over the minimum
3,600 gallons shall be billed at the rate of $13 per 1,000 gallons
used up to 22,500 gallons. Additional usage over 22,500 gallons shall
be billed at a rate of $15.50 per 1,000 gallons.

Unmetered sewer connections inside Village limits, commercial and
residential users: minimum charge of $52.70 per month.
(4)
Outside Village limits, residential, invoiced monthly: minimum charge
of $702 per year for each metered unit or $58.50 per month. The minimum
charge includes 3,600 gallons used monthly. Usage over the minimum
3,600 gallons shall be billed at the rate of $16.50 per 1,000 gallons
up to 16,200 gallons. Usage from 16,201 gallons to 22,500 gallons
shall be billed at the rate of $18 per thousand gallons. Additional
usage over 22,500 gallons shall be billed at a rate of $19.50 per
1,000 gallons.

Outside Village limits, commercial, invoiced monthly: minimum charge
of $756 per year for each metered unit or $63 per month. The minimum
charge includes the first 3,600 gallons used monthly for each metered
unit. Additional usage over the minimum 3,600 gallons for each metered
unit shall be billed at the rate of $20 per 1,000 gallons used.
(6)
Unmetered sewer connections outside Village limits, commercial and
residential users: minimum charge of $63.70 per month.
C.
Payment periods:
(1)
Residential: Bills for the use of the sewer as determined
by the foregoing rates will be mailed to the owners of all sewer connections
on a monthly basis on or about the same time each month.
(2)
Commercial: Bills for the use of the sewer as determined
by the foregoing rates will be mailed to the owners of all sewer connections
on a monthly basis on or about the same time each month.
E.
Upfront sewer connection fees outside Village limits,
residential and commercial:
(1)
Sewer hookups outside the Village will be $15,000
per hookup; contracts will be at the discretion of the Village Board.

F.
Charge on overdue bills.
(1)
One and one-half percent charge per month on sewer
use bills, 30 days after the date of the bill: 18% per annum.
(2)
One and one-half percent charge per month on construction
bills, 30 days after the date of the bill: 18% per annum.
(3)
One and one-half percent charge per month on material
bills, 30 days after the date of the bill: 18% per annum.
