When the ambient temperature is in excess of 40º F., no person shall cause or permit the engine of a taxi, limousine, bus, school bus, or any commercial vehicle to idle for more than five minutes while parking as defined in § 129 of the Vehicle and Traffic Law (VTL), standing as defined in §145 of the VTL or stopping as defined in §147 of the VTL.
