No child under the age of 16 years shall be in or upon any of the streets, parks or public places in the Village of Groton in the nighttime after the hour of 10:00 p.m. and before the hour of 6:00 a.m. the following day, unless such child is accompanied by its parent, guardian or other person having legal care or control of such child or such child is in the process of traveling directly to or directly home from any activity sponsored by an educational, religious or adult-organized institution.
Any parent, guardian or other person having the legal care and custody of any child under the age of 16 years shall not allow or permit such child or ward under such age to go or be in or upon any of the streets, parks or public places in said Village of Groton during the hours above mentioned.
Any violation of any provision of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article III, Penalties for Offenses. In the event of any violation of any provision of this chapter, the parent, guardian or other person having the legal care or control of the child, and not the child, shall be subject to the foregoing punishment.
