This chapter shall be known as the "Manufactured Housing Park Ordinance."
It is the purpose of this chapter to promote the health, safety and general welfare of the inhabitants of the Village of Groton, Tompkins County, New York, by the regulation of site design for manufactured housing parks and the establishment of site and occupancy standards for all manufactured housing parks located in said village.
As used in this chapter, the following terms shall have the meanings indicated:
CONSTRUCTION PERMIT
A written permit issued by the Village of Groton authorizing the construction of a manufactured housing park when the plans for said park are in compliance with the provisions of this chapter and other applicable laws and have received required reviews and approvals.
DWELLING UNIT
One or more rooms located within a dwelling and providing complete living accommodations for one family, including cooking and bathroom facilities and an independent entrance. If there is more than one such unit in a building, each unit shall be separate from and independent of the other units.
FRONT SETBACK LINE
A line marking the minimum distance back from a road right-of-way in which a manufactured home will be allowed to be located.
MANUFACTURED HOME LOT
A parcel of land for the placement of a single manufactured home and permissible secondary structure incident to it, including such open spaces as are used in connection with such manufactured home.
MANUFACTURED HOME LOT WIDTH
The mean distance measured of the front lot line and between the two side lot lines.
MANUFACTURED HOME OR DWELLING
A self-contained, one-family dwelling unit that has the following characteristics:
A. 
Manufactured as a movable or portable dwelling for year-round occupancy and for installation on a masonry or concrete foundation, or a manufactured house stand, or piers, with or without a basement or cellar.
B. 
Designed to be transported on its own chassis and wheels and connected to utilities after placement on a stand, foundation or piers.
C. 
May contain parts that can be folded, collapsed or telescoped when being towed and expanded later to provide additional living space.
D. 
May be constructed in two or more separately towable components designed to be jointed into one integral unit capable of being again separated into components for repeated towing.
E. 
Designed and built in accordance with current federal standards of the Department of Housing and Urban Development.
MANUFACTURED HOUSING PARK
A parcel of land which is designed and improved for the placement of manufactured homes for nontransient use and which is offered to the public for the purpose of supplying accommodations for two or more manufactured homes.
MANUFACTURED HOUSING STAND
A stand of durable material capable of supporting a manufactured home regardless of weather as described in The NCSBCS Standard for Manufactured Home Installations, NCSBCS A225.1-1987.
OCCUPANCY CERTIFICATE
Written authorization to occupy a manufactured housing park which has been constructed in compliance with, and which continues to comply with, the terms of the construction permit.
PERMANENT RESIDENCE
Residence for a period of 60 days or more.
ROAD RIGHT-OF-WAY
The line marking the outer boundary of a roadway.
SECONDARY STRUCTURES
Expandable rooms, enclosed patios, garages or structural additions, patios, carports and individual storage facilities shall be included as part of the manufactured home in determining separation and clearance.
SIDE LOT LINE
A line marking minimum distance from the side lot lines.
SINGLE OWNERSHIP OF MANUFACTURED HOUSING PARK
The ownership of a parcel of land by a partnership, a corporation or a person or by two or more persons jointly or in common. It is intended that any such lot shall not consist of the aggregate or any combinations of separate parcels owned separately by different owners.
STAND AREA
That part of the manufactured home lot which is reserved for the placement of the manufactured house stand and is located so as to permit the required separations specified in § 127-23C of this chapter.
STORAGE
Refers to the long-term placement of articles not in use.
TEMPORARY RESIDENCE
Residence for a period less than 60 days.
