No person shall dispose of garbage, ashes, offal, vegetables, dross, crockery, bottles, shells, straw, shavings, paper, dirt, filth, broken glassware or refuse or rubbish of any kind whatever, except pursuant to the following rules and regulations:
A. 
Containers shall be made of metal or plastic, and no container shall be larger than twenty-gallon capacity, and each shall have a secure cover, except for commercial enterprises or multiple dwellings, which may provide dumpster-type containers.
B. 
A separate container may be provided for ashes, sweepings, bottles, glass, crockery, tins, shells, dirt or other rubbish or refuse which will not burn.
C. 
A separate container shall be provided for garbage, offal, meats, fats, bones, fish, fruits, vegetables and any other matter which will decay.
D. 
Cartons, papers, rags, leather, shavings, straw, scraps, old clothes, carpets and any other refuse or matter which will burn shall be segregated from other matter and securely tied in compact bundles or packages or properly weighted down and placed upon the sidewalk near the curb.
E. 
The village employees will not remove building material or refuse matter caused by the work of contractors, carpenters, plumbers, paperhangers or other tradesmen or workmen.
F. 
Trimmings, shavings, sawdust and other loose materials shall be taken care of in such a manner that they shall not be blown and scattered about.
G. 
The contents of any container shall not reach a point as to interfere with securing the lid on the container properly.
H. 
All containers must be removed within a reasonable time after they are emptied.
I. 
All containers used for the purposes indicated above shall be cleaned often enough to prevent the spread of disease, the causing of foul smell or the attraction of flies or other insects.
J. 
All containers must be kept, on collection days, one foot from the curbline.
K. 
All containers containing garbage, ashes or rubbish or refuse for disposal shall be ready for pickup no earlier than 6:00 p.m. the night before the pickup date and no later than 7:00 a.m. on the day the collector will call.
L. 
Owners of dwellings containing two or more units shall provide an area or space for placement of containers used for garbage and waste disposal. This area or space shall not be within the dwelling unit, public halls or property of the village.
M. 
All containers shall have lids that will make them rodentproof and insectproof. These containers when filled shall not be too heavy for two medium-sized men to handle and lift conveniently.
N. 
Use of public rubbish containers restricted. No person shall use the public rubbish containers for disposal of household or commercial refuse.

No person other than an authorized employee or agent of the village shall disturb or remove any ashes, garbage or other rubbish or refuse placed by householders or their tenants, or by occupants or their servants, within the stoop or area line or in front of houses or lots, for removal, unless requested by residents of such household or by a person having the proper authority.

A. 
No ashes, offal, vegetables, garbage, dross, cinders, shells, straw, shavings, paper, dirt, filth, broken glassware, crockery, bottles or rubbish or refuse of any kind whatever shall be carted to, dumped or deposited upon any property of the village or at the NYSDEC-regulated waste disposal facility except under the supervision and direction of the Superintendent of Public Works of the village.
B. 
No person or persons, unless specially authorized by the proper village officer, shall dump garbage, ashes or rubbish of any description on the NYSDEC-regulated waste disposal facility later than 4:00 p.m. on Monday, Tuesday, Wednesday, Thursday or Friday, and not later than 11:30 a.m. on Saturday, and at no time on Sunday.

Any person, association, organization, corporation, company or business entity violating any provision of this article shall be subject to a fine of not less than $250 and not more than $1,000; which charge, under this article, shall be a petty offense or infraction, and not a crime. The continuation or repeat of a violation of, or failure to comply with, any provision of this article shall constitute, for each occurrence that transpires or each day on which the violation continues, a separate and distinct charge hereunder.
