Vehicles and traffic — See Ch. 227.
The purpose of this chapter is to prevent trucks exceeding 10 tons in weight from using the interior streets of the Village of Haverstraw particularly in the area of the Haverstraw Village School and the downtown business district. The ordinance is designed to prevent through traffic by large trucks and to direct them instead to Route 9W in order to pass through the Village of Haverstraw.
No truck, dump truck, commercial vehicle, tractor, tractor-trailer combination, tractor-semitrailer combination or tractor-trailer-semitrailer combination in excess of 10 tons in weight shall be allowed to travel on the public streets in the Village of Haverstraw, County of Rockland, State of New York, with the exception of Route 9W and Route 202. Such exclusion shall not be construed to prevent the delivery or pickup of merchandise or other property along Village streets which such vehicles are otherwise excluded from using.
All such commercial vehicles over the weight of 10 tons delivering or picking up in the Village of Haverstraw must enter and exit from the Village of Haverstraw by using the shortest route to and from their Village destination to and from Route 9W and Route 202.
For those trucks required to use the Short Clove - Route 9W access to and exit from the Village, in the event any such truck cannot safely make the turn from Short Clove Avenue onto Route 9W and Route 9W onto Short Clove Avenue, such truck shall be permitted to access and exit the southern portion of the Village by using New Main Street and Maple Avenue/West Street.
A waiver of the requirements of this chapter may be granted in an emergency by the Chief of Police or the Police Desk Officer. A waiver may also be obtained from the Village Board by simple majority resolution.
Any person violating this chapter shall be subject to a fine of up to $500.
