This Part 1 embodies a comprehensive plan designed for the protection and promotion of public health, safety and welfare.
As a basis for establishing a general policy, the following findings, heretofore made as a basis for existing regulations, are hereby reaffirmed:
A. 
The land within the limits of the Village is of a rural nature, the terrain is largely rolling and even rugged in parts and possessed of much natural beauty, with scenic vistas of open fields and outlooks over Stony Brook Harbor and Long Island Sound. Several hillsides are covered with mountain laurel. These qualities, and the unspoiled and historic character of the land in general, should be preserved to the maximum extent compatible with the general welfare of the residents.
B. 
The existing pattern of development in accordance with the zoning and land subdivision regulations heretofore in effect has generally been consistent with the foregoing basic findings. Further regulation should be designed to conserve and protect such development.
Pursuant to the foregoing basic findings, this Part 1 is designed to preserve and maintain a rural pattern of Village development which will:
A. 
Maintain the existing historic residential environment by relying on nearby areas outside the Village to supply shopping and amusement areas for the present and future residents of the Village.
B. 
Establish suitable controls for a density pattern which will not require public water supply and sewers and which will not create a public hazard in the absence of such public facilities.
C. 
Conserve the natural beauty of the terrain, its open space and wetlands and other valuable ecological features by encouraging low-density development in accordance with the Nassau - Suffolk Comprehensive Regional Plan, with the permanent preservation of natural and historic features, including the shoreline and adjacent marshlands.
D. 
Preserve and protect existing community values by preventing inharmonious or deleterious uses and notably those uses which can more appropriately and economically be provided elsewhere in the larger intercommunity area.
E. 
Provide adequate light, air and privacy; secure safety from fire, flood and other danger; and prevent overcrowding of the land, undue congestion of population and air and water pollution.
F. 
Protect and conserve the value of buildings in the several districts established by this Part 1.
G. 
Promote the most beneficial relation between the uses of land and buildings and the circulation of traffic throughout the Village, having particular regard to the avoidance of congestion in the streets and the provision of safe and convenient traffic access appropriate to the various uses of land and buildings throughout the Village.
