The following standards and requirements must
be met during the construction phase of a subdivision approved pursuant
to these regulations.
Every effort shall be made to minimize the impact
of the construction phase upon existing uses. The developer and his
contractors, subcontractors, agents and assigns shall utilize every
practical means, in addition to those specified herein, to minimize
or eliminate adverse construction phase impacts such as noise, dust,
traffic, erosion, vibration, light, odors and devegetation. The foregoing
list is illustrative only and shall not be interpreted as a limitation.
A.
The disturbance of land shall be kept to the minimum
necessary to accomplish the purpose of the developer. Particular attention
shall be paid to preserving existing trees.
B.
Before grading or clearing land to be subdivided,
the developer shall obtain Planning Board approval of grading plans
which shall assure adequate protection against excessive grades, surface
water runoff, ponding and soil erosion both during and after development
of the subdivision. Compliance with approved grading plans shall be
assured by undertaking and security acceptable to the Planning Board.

C.
Where grading, recontouring or stripping of the soil
is undertaken to develop the property, such land shall be reseeded
and revegetated immediately. Slopes shall be hydroseeded to prevent
erosion and to limit siltation to the fullest extent practicable.
In those rare situations where, because of the unusual nature of the
topography or other unusual factors, it is impossible to promptly
and successfully reseed and revegetate, the developer shall install
temporary detention systems to limit erosion to the fullest extent
possible.

A.
In order to minimize noise, dust, odors, vibration
and the threat to public safety, heavy trucks, earth-moving vehicles
and all heavy equipment of every nature shall be routed away from
existing residential areas to the fullest extent practicable.
B.
To the fullest extent practicable, all heavy trucks,
earth-moving vehicles and heavy equipment of every nature shall avoid
residential and school areas during normal commuting hours, those
being 7:00 a.m. to 9:00 a.m. and 3:30 p.m. to 6:00 p.m., weekdays.
A.
All waste materials of every kind and nature whatsoever
shall be promptly and regularly removed from the construction site.
B.
Existing natural buffers between the site and already-established
residential areas shall remain undisturbed for as long as is practical
during the construction phase.
C.
It shall be the responsibility of the developer, his
successors and assigns to ensure that all culs-de-sac or hammerheads
extend to the subdivision boundary line.
