A.
A Parks and Recreation Board is hereby established,
consisting of seven members, for the benefit of all citizens of the
Village.
B.
It shall be the duty of this Board to:
(1)
Meet periodically as necessary to propose, review
and make recommendations concerning the Village parks and recreation
programs.
(2)
Prepare and submit to the Mayor of the Village a proposed
parks and recreation operating budget by February 1 of each year.
(3)
Keep minutes of each meeting and also send copies
of the approved minutes to the Mayor for review as well as to the
Village Clerk for filing a permanent record.
(4)
Formulate and maintain a five-year parks and recreation
plan, including long-range program goals and estimated expenditures.
One Village Trustee shall be appointed by the
Mayor to be a member of the Parks and Recreation Board and serve as
its Chairman for a term of one year, commencing on the first Monday
in April of each year.
The Mayor shall appoint, with the approval of
the Village Board, six members to the Parks and Recreation Board,
in addition to the Chairman. Terms of office shall be for two years
commencing the first Monday in April of each year.
The Village Board shall have the right to remove,
after a public hearing, any member of the Parks and Recreation Board
for not attending meetings and other just causes. Removal of a member
shall require a 2/3 affirmative vote of the Village Board.
A.
There shall be a Director of Parks and Recreation
whose conditions of employment shall be as provided by the Village
Board.
B.
It shall be the duty of the Director to:
(1)
Carry out the parks and recreation programs of the
Village as formulated and approved by the Parks and Recreation Board
within the limits of the approved budget.
(2)
Submit an annual parks and recreation program report,
including a review and future recommendations for each program.
(3)
Attend Parks and Recreation Board meetings prepared
to review ongoing programs.
(4)
Report budget status and make future program recommendations.
(5)
Hire and direct all parks and recreation employees
and maintain personnel files.
(6)
Work with and reinforce recreational programs of other
community organizations, such as the Manlius Library, the Senior Citizens,
the Manlius Historical Society and Museum and other organizations.
(7)
Coordinate with and promote the use of the Town of
Manlius parks and recreation programs by citizens of the Village.
(8)
Discharge other duties and functions as defined by
the Parks and Recreation Board.
