No person shall tap or connect with any public sewer in any of the roads
or streets in the Town of Massena without having first obtained a permit therefor
from the Town Clerk. Such permit shall not be granted unless such applicant
shall pay a fee of $3 for making such tap or connection on roads or streets
having a dirt or macadam surface and $5 for roads or streets having a paved
surface.
No person shall make any connections into the mains or laterals of the sewer system of the Town of Massena unless the proper connection fee has been paid to the Clerk of the town. Any person violating this section, whether it be by doing or supervising the actual labor of connecting to the town sewer system, or who procures, hires or suffers the work to be done in his behalf, is liable to the penalty prescribed in § 181-12 below, in addition to the full amount of the fee due for the connection. This section is not to be construed as in any way an abrogation of any existing town ordinance.
