The following parking and traffic control regulations are hereby adopted
by the Town Board of the Town of Massena, New York:
A.
Senior High School.
(1)
Student and faculty parking is prohibited in the athletic
area on the south side of the high school.
(2)
Traffic is prohibited into the traffic circle between
the hours of 5:30 p.m. and 7:00 a.m. Police, fire and emergency vehicles will
be provided keys to the gate entrance. The circle will likewise be prohibited
to traffic on weekends.
(3)
Designated areas in front of and around the school building
will be marked as fire lanes. Curbing and blacktop areas will be appropriately
marked.
(4)
Signs will be posted every 100 feet in applicable areas
and marked as follows: FIRE LANE - NO PARKING; TOW-AWAY ZONE; LOADING AND
UNLOADING ONLY.
(5)
The High School administrative staff will designate parking
areas for faculty and students in the main parking lot and industrial and
main cafeteria area.
(6)
The district will reopen specific roads to two-way traffic
and readjust traffic patterns accordingly.
(7)
The District will erect permanent and portable curbing
along grassed areas to prevent circumventing gates into the traffic circle
and athletic area.
(8)
A large sign shall be erected at the circle entrance
to read as follows: "Notice. No Parking in Traffic Circle. Tow-Away Zone.
Loading - Unloading Only. Do Not Pass Buses with Flashing Red Lights. Per
Order of Bd. of Ed. M.C.S.D."
(9)
Any vehicles found to be in violation of the foregoing
regulations will be towed at the expense of the owner.
(10)
Any violations of the foregoing regulations will result
in prosecution.
B.
Elementary Schools (Jefferson, Louisville, Madison, Nightengale,
Twin Rivers).
(1)
Parking is restricted to the left-hand side of the traffic
circle. The right-hand side or building side of the traffic circle shall be
designated as a fire lane and marked appropriately. Specific areas at the
sides of buildings shall be designated as fire lanes and marked accordingly.
(2)
Signs will be posted every 100 feet in applicable areas
and marked as follows: FIRE LANE — NO PARKING, TOW-AWAY ZONE,
LOADING AND UNLOADING ONLY.
(3)
A large sign shall be erected at the circle entrance
to read as follows: "No Parking in Fire Lanes. Tow-Away Zone. Loading — Unloading
Only. Do Not Pass Buses with Flashing Red Lights."
(4)
Any vehicles found to be in violation of the foregoing
regulations will be towed at the expense of the owner.
(5)
Any violations of the foregoing regulations will result
in prosecution.
C.
Junior High School (J. William Leary).
(1)
Parking is prohibited in the traffic circle.
(2)
The traffic circle shall be designated as a fire lane
and marked accordingly. Specific areas at the side and rear of the building
shall be designated as fire lanes and also marked accordingly.
(3)
Signs will be posted every 100 feet in applicable areas
and marked as follows: FIRE LANE — NO PARKING, TOW-AWAY ZONE,
LOADING AND UNLOADING ONLY.
(4)
The Junior High administrative staff shall designate
parking spaces for selected authorized vehicles at the rear of the building.
(5)
A large sign shall be erected at the circle entrance
to read as follows: "No Parking in Traffic Circle. Tow-Away Zone. Loading — Unloading
Only. Do Not Pass Buses with Flashing Red Lights. Per Order of Bd. of Ed.
M.C.S.D."
(6)
Any vehicles found to be in violation of the foregoing
regulations will be towed at the expense of the owner.
(7)
Any violations of the foregoing regulations will result
in prosecution.
The penalties for violation of any of the parking and traffic control
regulations of this article shall be those imposed for violation of the Vehicle
and Traffic Law, where applicable.
