A central registry of operators of underground facilities in the Town of Massena, St. Lawrence County, has been established at the following address and telephone number:

The purpose of the central registry of operators of underground facilities (CROUF) is to regulate construction, excavation and demolition sites located at or near underground facilities in order to assure public safety and prevent damage to public or private property.
All excavators and operators in the Town of Massena on or after April 1, 1975, are required to comply with Article 36 of the General Business Law and with Rule No. 53 of the Industrial Code before any excavation is commenced, and an excavator shall give at least 72 hours' notice to operators of underground facilities of his intent to excavate in a defined area, along with other requirements.
As used in this chapter, the following terms shall have the meanings indicated:
EXCAVATOR
A person who is engaged in a trade or business which includes, as a normal part thereof, the carrying out of excavation or demolition operations.
OPERATOR
Any person who operates an underground facility or facilities to furnish services or materials, including but not limited to electricity, gas, steam, liquid petroleum products, telephone or telegraph communications, cable television, sewerage systems, traffic control systems and water.
