Where work is not commenced within one year after the date of issuance of the permit, or work is shut down and not restarted within one year, the permit shall thereby become void, and operations shall not be restarted until a new permit has been issued by the Commissioner of Public Works.
Where required by the Commissioner of Public Works, and after foundations of any building or structure which is being built abutting on the street line, or other boundary of public land, are constructed, the owner shall file with the Commissioner of Public Works a certificate made by a licensed surveyor to the effect that such building is located upon the lot shown on the plans filed with the Commissioner of Public Works. Such building or structure shall not be built above the foundations until the required certificate is filed and approved by the Commissioner of Public Works.
