This chapter shall be known and cited as the "Village of Sands Point Property Numbering Law."

As used in this chapter, the following terms shall have the meanings indicated:
Property Owner
The fee owner of real estate or land in the Village, or any other person in control of such real estate or land in the Village, or any other person, persons, entity, or entities having the right to possession of real estate or land in the Village.
Village Board
The Board of Trustees of the Village.

The Sands Point Police Department has recommended the implementation of an enhanced emergency 911 telecommunications system within the Village. In order to effectuate this system, properties would need to be numbered in order for the Police Department to accomplish this goal. Likewise the United States Post Office and the United States Census Bureau have strongly recommended that the Village establish and mandate the numbering of properties in the Village. The Village Board recognizes there is a need to require that all parcels of real property within the Village be numbered and that the numbers be conspicuously placed on the parcels so as to be readily identifiable for response by emergency services. It is, therefore, found to be in the best interest of the public health, safety and welfare of the Village and its residents to enact this chapter.

The Village is authorized to designate, assign, and reserves its rights to change, as needed, in the public interest, the number of any parcel of real property within the Village. Unless otherwise directed by the Village, such number shall be sequential with odd numbers on one side of the street and even numbers on the other side or unless otherwise determined upon petition to or motion by the Village Board. In the event a parcel of vacant real property is legally capable of being subdivided, the Village may allocate as many numbers as may be anticipated to be necessary to accomplish this purpose. All Property Owners assigned a new number shall be notified in writing.

A. 
The number assigned to a parcel of real property shall be placed upon a mailbox, gate post, fence, curb or other appropriate place so that the number or numbers shall be clearly visible from the street line where the driveway or entranceway to the front of the building is located. At all times, the Property Owner of the building shall maintain such number in compliance with provisions of this chapter.
B. 
The number for residential properties shall be not less than four inches in height. Numbers on nonresidential properties shall be not less than four inches in height. All numbers shall, in the judgment of the Village, be clearly visible, and shall be in a contrasting color to the place upon which they are affixed. The size of numbers already installed shall be grandfathered.
C. 
In the event that a Parcel has entrances on more than one street, the number assigned to a Parcel shall be installed on the side that represents the correct sequence for that number.
D. 
The digit zero shall not be considered a separate, stand-alone number.
E. 
The Village shall have the right to add letters, such as A or B, or decimal numbers, such as ".5," to a house number when required to preserve the general numbering sequence.

Within 30 days after notification by the Village that a number has been assigned to the property, the Property Owner of said real property or the agent of such Property Owner shall place or cause to be placed on such property the number assigned to such property. Such Property Owner or agent shall be required to maintain the placement of such number or numbers in accordance with this chapter.
In the event that more than one property has access from a single driveway, a street number of the property must be displayed at each location at which the driveway access diverges from the common access.

A. 
Noncompliance deemed a violation. Any Property Owner who refuses or neglects for more than 60 days after notice from the Village to place the proper designated number on such property shall be deemed in violation of this chapter.
B. 
Service of notice. The notice provided for above may be effected by personal service or by mailing by certified mail, return receipt requested, or by a nationally recognized courier service, a copy thereof to the last known address of the owner as shown on the last assessment roll on file in the Village Assessor's files.
C. 
Numbering of properties by Village. In the event of the neglect or refusal of any Property Owner, after notice to cause said Parcel to be numbered as directed by the Village and in accordance with this chapter, the Village may cause said Parcel to be properly numbered.

Any Property Owner violating any of the provisions of this chapter shall, upon conviction, be subject to punishment of a fine not to exceed $250 for each violation, regardless of any prior convictions for prior violations. Each calendar week or portion thereof that said violation remains shall be deemed a separate violation.
