No premises shall have more than one service connection except where impossible or impractical to adequately furnish water supply service thereto through one service connection, in which event the Village may agree to the installation and use of more than one such connection.
Where two or more premises are now supplied with water through one service pipe under the control of one curb stop, if any of the parties so supplied shall violate any of these rules, the Village reserves the right to apply its shutoff regulations to the joint service line, except that such action shall not be taken until the innocent consumer who is not in violation of the Village's rules has been given a reasonable opportunity to attach his pipes to a separately controlled service connection.

The service connection from the main to the curb shall be installed by the consumer and the consumer will pay the tapping fee as provided in the schedule of charges.[1] The Village will furnish and install the corporation stop. On new metered services, the Village will furnish and set the meter at the curb, provided that if the meter is set at the curb, the consumer shall bear the expense of an approved and suitable meter pit. The tap will not be made until the consumer has paid the tapping fee, except where a service installation is desired to supply water for building construction, in which case the tapping fee and the charges for building water services must be paid before the service is installed. In addition to charges for building water, builders may be required to make a deposit, fixed by the Village, which will be refunded if the Village is notified within 60 days of completion of construction, upon payment of all charges and written request for such refund.

A. 
The service pipe from the corporation stop in the main to the premises shall be installed at the expense of the consumer. For this installation the consumer shall employ a skilled plumber, approved by the Village, to do the work. The consumer shall furnish and install a curb stop and box, to be located, in general, just inside the curbline. All service pipes are required to have a minimum cover of four feet six inches, except in cases where groundwater levels are such as to make such cover impractical. All service pipes shall be of not less than one inch minimum inside diameter, Type K copper. Service pipes between one inch and two inches in diameter shall also be Type K copper. Service pipes over two inches in diameter shall be of ANSI Spec. A 21.8 cement-lined cast-iron push-on joint pipe Class 150 with mechanical joint fittings.
B. 
All connections of service pipes with the main where the covering over the main is less than five feet shall be made on the side of the main, and the service pipe shall in no case have less covering than the main, except in cases where ground levels are such as to make such cover impractical. If any defects in workmanship or materials are found or if the consumer's service pipe has not been installed in accordance with the above specifications or with the Village's requirements, water service will not be turned on until such defects have been remedied. All service pipes, fittings, curb stops and boxes shall be of size and type approved by the Village.

A. 
Curb boxes to be accessible and at ground level. Curb boxes must be at all times accessible and level with the ground surface. Where the elevations of the ground surface have been changed after the curb box has been installed and the curb box is either too high or too low, the consumer must immediately raise or lower the curb box to the new grade. Failure to alter the curb box promptly will result in the water supply being shut off until the work is done, and a turnoff and turn-on charge will be made to cover the labor and expense by the Village resulting from the consumer's neglect. (See §§ 168-48 and 168-49.)
B. 
Water meter pits to be accessible and maintained. All water meter pits shall be free of vegetation and debris. Meter pits must be accessible so that the meters can be read. Water meter pits shall be maintained and kept in good repair by the property owner.
Where ground elevations have been changed since the installation of a service pipe resulting in insufficient cover over the pipe to protect it from damage or freezing, the customer is advised to lower the service pipe promptly. Upon notification by the Village to lower that part of the service pipe within the street area due to a change of grade or for other reasons, the consumer must immediately comply with the order or become liable for the turnoff and turn-on charge. (See §§ 168-48 and 168-49.)
No water service pipes shall be laid in the same ditch with a sewer or other pipe.
No person shall make any attachment to or connection with the pipes of the Village or make any repairs, additions or alterations to the service pipes between the main and meter unless he is an employee of the Village or a plumber approved by the Village, performing work that has been approved by the Village.
All tapping shall be done by an employee of the Village or such other person as the Village may designate. No plumber shall be permitted to tap the mains or distribution pipes or make or interfere with any connections with the water system without specific permission in writing in each case; and, except on the pipes on the consumer's side of the meter, no additions or alterations whatsoever in or about public or private water pipes shall be made by any person until application therefor has been made to the Village and a written permit issued. Before receiving such permit, he must in each case pay the Village the required fee.
No street or public grounds shall be opened by the applicant or his agent for the purpose of making a connection with the mains or for laying any water pipes or fixtures unless he shall have secured from the Village, and other authorities as may have jurisdiction to issue, a permit to make such opening. Whenever any street or public grounds shall be opened for the purpose of making a connection with the mains or for laying any water pipes or fixtures, the applicant shall duly regard public safety and convenience, and the street or public place shall be restored by him to its original condition as soon as possible; and whenever a trench is opened, footbridges or steel plates for the safety and convenience of the public shall be provided by him, and if left open at night such excavations and bridges shall be guarded with barricades, and proper lights shall be displayed by him to warn and protect the public, all subject to the approval of the Village and other appropriate highway authorities.
All plumbers shall, within 24 hours after completing any attachment, connection or alteration, make a true return in writing on a blank furnished for the purpose. Every return must be full and complete in every particular. Such return shall be filed in the office of the Village.
Plumbers shall not leave the curb cock open nor allow the water to run on the premises after making any new connections with the street mains or after making any new extensions or attachments in unoccupied premises. In case of a new connection, the Village, on notice that the work is complete, will cause the same to be inspected and, if found satisfactory, will have the meter read and the water turned on. Pipes and connections between the main and the meter shall not be covered until they have been inspected and approved by the Village or its representative.
Title to all services from the corporation stop to premises, except the meter, is vested in and shall at all times remain the sole property and responsibility of the consumer.
Curb stops shall not be used by the consumer for turning on or shutting off the water supply. The control of the water supply by the consumer shall be by means of a separate stop located, in general, just inside the building wall. Curb stops are for the exclusive use of the Village.
All service connections between the main and the premises will be maintained and renewed by and at the expense of the consumer, and the work shall be performed by a competent plumber in a manner satisfactory to the Village. Whenever leakage develops on the consumer's service pipe between the main and the premises, the consumer shall make the necessary repairs without delay. If the repairs are not made, the Village reserves the right to discontinue the supply until such time as the service is repaired and the cost of turning off and turning on is paid.
In cases where services are frozen, the thawing of the service pipe from the main to the premises shall be done at the expense of the consumer. To avoid a recurrence of freezing, the Village will make an examination of the consumer's service pipe, and if the same is not at a depth of four feet six inches as required, the Village reserves the right to require it to be so located before service is resumed.
Contractors, builders and others will be required to obtain a written permit from the Village before using water for building or contracting purposes, which shall be paid for in accordance with the tariff applicable to this class of service. A deposit specified by the Village may be required of contractors or builders. The Village reserves the right to furnish water for such temporary uses either under a flat or metered rate. For building construction on a lot not now receiving water, the following procedure is to be carried out:
A. 
Where there is a water main in the street adjacent to the property, an application is to be made to the Village for metered water service as set forth in § 168-10, and the owner of the property is to subsequently install the water service line from the main in the street to his property line. This line shall include the curb stop and a meter box, the latter to be set adjacent to the property line and at the proposed finished street grade. The meter box shall contain the standard fittings required by the Village and be constructed in accordance with its specifications. The meter will be furnished and installed by the Village. The water used by the builder for all construction purposes shall be taken through this meter and will be billed as tariff rates.
B. 
In new developments, the developer shall bring the street to grade, install the water main and install water services as set forth in Subsection A above.
C. 
For temporary water service to contractors and to house builders under conditions not covered by the above procedures, the Village may elect to furnish temporary water service under a flat rate charge or supply it from the nearest hydrant through a portable meter. Charges for this water shall be made as set forth in Service Classifications No. 3 for building construction.
