An individual meter shall be required for each premises and for each separate service connection to a premises.
New meters, where required, will be furnished and set by the Village on all services without cost to the consumer. The consumer will provide all pipes and fittings necessary for the installation.
The meters shall be located at a convenient point approved by the Village so as to protect the meter and control the entire supply through each connection. All meters shall be set with outlet and inlet in a horizontal line and with the register on top and shall be readily accessible. A stop valve shall be placed within the meter pit on the inlet side of the meter and a stop and waste valve on the outlet side. Meters will be set at or near the curb in a place designated by the Village. The consumer shall provide, at his expense, the necessary meter pit and appurtenances approved by the Village. The Village reserves the right to require a meter to be set at the curb or adjacent to the property line at a point selected by it on services where the building is located within 100 feet of the water main.

All meters will be maintained by and at the expense of the Village so far as ordinary wear and tear are concerned, but the consumer will be held responsible for damages due to freezing, hot water or other external causes. The Village will furnish and set another meter to replace the one frozen or damaged by such causes, and the cost of the repairs to the same, including replaced parts, labor and transportation charges, shall be billed to and paid by the consumer.[1] All meter repairs shall be done by or under the direction of the Village.

The quantity recorded by the meter shall be taken to be the amount of water passing through the meter, which amount shall be conclusive on both the consumer and the Village except when the meter has been found to be registering inaccurately or has ceased to register. In such cases, the quantity may be determined by the average registration of the meter in a corresponding past period when in order or by the average registration of the new meter, whichever method is representative in the Village's opinion of the conditions existing during the period in question.

The Village reserves the right to move and test any meter at any time and to substitute another meter in its place. In case of a disputed account involving the question as to the accuracy of the meter, such meter will be tested by the Village upon the request of the applicant. The fee for testing such meters will be as provided in Chapter 82, Fees and Deposits, payable in advance of the test. In the event that the meter so tested is found to have an error in registration in excess of 4% at any rate of flow within normal test flow limits to the prejudice of the consumer, the fee advanced for testing will be refunded, and the bill will be adjusted by the Village for overregistration.
