The President of the City Council shall serve as the Chair of the Council and shall be the presiding officer of its meetings. The President Pro Tempore of the Council shall serve as the Chair of the Council in the absence of the President. If neither is present, the Council members present shall select a temporary chair from among them by a majority vote of those present.
A regular meeting of the City Council may be canceled, postponed or rescheduled in the event of an emergency at the sole discretion of the Council President. Upon such cancellation, postponement or rescheduling, the Council President shall immediately notify the Council members and the office of the City Clerk. Upon receipt of such notification, the office of the City Clerk shall immediately post notice of such cancellation, postponement or rescheduling in the lobby of City Hall. In the event of such postponement, the Council President shall reschedule such regular meeting to take place within 10 days of the scheduled date for said regular meeting.[1]
