The chair of a standing committee shall be the
chief presiding officer of the committee and shall preside at all
of its meetings. In the absence of the chair, the members present
shall select a temporary chair to preside.
At the first regular meeting of each calendar
year, each standing committee shall, by majority vote, establish a
schedule of meetings for the committee. Said schedule shall be published
and posted in the lobby of the City Hall. One copy thereof shall be
filed with the Mayor and the Council President, another copy shall
be filed and maintained in the office of the City Clerk for public
inspection.
A.
A scheduled meeting of a standing committee may be
canceled, postponed or rescheduled at the discretion of the committee
chair or by majority vote of the committee members. Upon such cancellation,
postponement or rescheduling, the chair shall immediately notify the
Council President and the office of the City Clerk. Upon receipt of
such notification, the office of the City Clerk shall immediately
post notice of such cancellation in the lobby of City Hall and notify
at least two members of the local media, one of whom shall be a representative
of the official newspaper of the City.
B.
The chair of a standing committee shall prepare an
agenda for each scheduled committee meeting and file it with the office
of the City Clerk at least one day prior to a scheduled committee
meeting. A copy thereof shall be provided to the Mayor and the City
Council President.
The office of the City Clerk shall be responsible
for the preparation of minutes for all scheduled meetings of each
standing committee. Upon approval thereof by the committee, a copy
of such minutes shall be filed and maintained in the office of the
City Clerk.
A committee chair shall call the roll of committee
members on all motions to report a proposal from committee. The chair
shall record the vote of each member on such motions, on voting sheets
prepared by the office of the City Clerk. Said roll shall be called
in alphabetical order, except that the chair will be called last and
cast the final vote. The chair will attest to the validity of the
recorded vote by signing the voting sheet in the space reserved, and
file the voting sheet with the office of the City Clerk, to be maintained
for public inspection.
Referral of proposed local laws, ordinances
and resolutions to committees of subject matter jurisdiction shall
be at the sole discretion of the Council President; provided, however,
that the Council may, by majority vote, change such referrals.
A.
A proposed local law, ordinance or resolution, having
been introduced by a Council member, and which involves the setting
of fees, shall be referred to the standing committee(s) with subject
matter jurisdiction. Such committee(s) may only report such proposal
to another committee with subject matter jurisdiction or the standing
Committee on Finance. Only the standing Committee on Finance may report
such proposal to the Council for consideration.
B.
A proposed local law, ordinance or resolution, having
been introduced by a Council member, and having a fiscal impact on
the City government which is at least $5,000 shall be referred to
the standing committee(s) with the subject matter jurisdiction. Such
committee(s) may only report such proposal to another committee with
subject matter jurisdiction or the standing Committee on Finance.
Only the standing Committee on Finance may report such proposal to
the Council for consideration.
A.
Any member of the City Council may request that a
standing committee consider a proposal sponsored by him or her, that
has been referred to the committee, by filing a "motion to consider"
with the chair of said committee through the City Clerk. Said motion
shall be in writing on a form prescribed by the Council President
and shall attach a copy of the proposal in question.
B.
Upon receipt of such notice, the chair shall place
said proposal on the agenda for the next scheduled meeting of the
committee, provided the agenda for said meeting has not been filed
with the office of the City Clerk. In the event said agenda has been
filed, said proposal shall be placed on the agenda for the next succeeding
scheduled meeting.
A.
Any member of the City Council may request that the
Council discharge a proposal sponsored by him or her from the committee
to which it was referred, to the floor of the Council for consideration,
by filing a "motion to discharge" with the President of the Council.
Said motion shall be in writing on a form prescribed by the Council
President and shall attach a copy of the proposal in question.
B.
Upon receipt of such notice, the Council President
shall place said motion on the agenda for the next regular meeting
of the Council; provided the agenda for said meeting has not been
filed with the office of the City Clerk. In the event said agenda
has been filed, said motion shall be placed on the agenda for the
next succeeding regular meeting.
