A. 
When any vehicle, licensed or otherwise, is parked, abandoned or unattended on any public highway within the Town of Warwick or on any publicly owned property within the Town, such as but not limited to Town parkland, during a snowstorm, flood, fire or other public emergency, which vehicle constitutes an obstruction to traffic or otherwise adversely affects that portion of the highway or publicly owned land, said vehicle may be removed by order of the Town Commissioner of Public Works or Chief of Police.
B. 
When any vehicle, licensed or otherwise, is parked, abandoned or unattended on any public highway within the Town of Warwick or on any publicly owned property within the Town, such as but not limited to Town parkland, where stopping, standing or parking is prohibited, said vehicle may be removed by order of the Town Commissioner of Public Works or the Chief of Police.

After removal of any vehicle as provided in this article, the Town Commissioner of Public Works may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the Town Clerk of the amount of all expenses actually and necessarily incurred in effecting such removal. Removal charges shall not exceed $100, and storage charges shall not exceed $10 per day or fraction thereof.
The Town Commissioner of Public Works shall, without delay, report the removal and the disposition of any vehicle removed as provided in this article to the Town Clerk, and it shall be the duty of such Town Clerk to ascertain to the extent possible the owner of the vehicle or person having the same in charge and notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
