No person shall discharge or permit to be discharged any firearms, rifles, pistols, air guns, rockets, firecrackers, firework displays or fireworks within the limits of the Village of West Carthage unless written permission is obtained in advance by the Village Board of Trustees.

No person shall willfully give or cause to be given a false alarm of fire.

No person shall willfully obstruct the operations of the Fire Department or of any officer thereof or any fireman or other person acting under or pursuant to the directions of any officer of the Fire Department or any company thereof, or willfully obstruct or attempt to prevent the execution of the orders of the Trustees or any of them or the officers of such Department or company or any of them, or willfully refuse or neglect to obey such orders at any fire within the Village.

A. 
It shall not be lawful for any person to build or construct or allow to be built or constructed any barbed wire fence on any premises owned, occupied or controlled by such person within the corporate limits of the Village, or to use any barbed wire in the construction of any fence.
B. 
This section will not be construed to prohibit the maintenance or repair of any barbed wire fence now in existence within the corporate limits of the Village.

Any person committing an offense against the provisions of this chapter shall, upon conviction thereof, be punishable for each offense by a fine not to exceed $250 or by imprisonment for not more than 15 days, or both.
