Hereafter, it shall be unlawful for any person, partnership
or corporation to disseminate or circulate printed or written advertisements,
circulars or pamphlets, otherwise than by post, by leaving or depositing
the same upon the several premises or properties of the Borough, private
or public, unless the same are delivered to or accepted by an occupant
of the premises or delivered in such a manner that the same shall
not be blown onto the lawns or highways of the Borough and unless
a permit so to do is first had and obtained from the Borough Manager,
who shall issue the same in the name of the Borough, which permit
shall be in writing and shall continue for a period of one year, unless
revoked by the Borough Manager. A permit fee of $0.50 shall be paid
thereafter.

Any person, partnership or corporation violating the provisions
of this chapter shall, upon conviction, be subject to a fine of not
more than $600 or to imprisonment for not more than 30 days, or both,
collectible in the manner provided by law.
