There is hereby authorized an agreement between the Girard School District, the Borough of Lake City, the Borough of Girard and the Township of Girard to establish a cooperative recreational program incorporating the following:
A. 
The municipalities will establish, maintain and support a Recreational Board to serve the said municipalities.
B. 
The Board will be composed of two members appointed by Girard Borough, two appointed by Lake City Borough, two appointed by Girard School District and two appointed by Girard Township. A ninth member will be selected at the discretion of the Board for a one-year term. The Board will be known as "the Elk Creek Recreation and Leisure Board."
C. 
No later than October 1 of each year, the Board shall submit to each municipality a revenue budget indicating the proposed contribution of each municipality for the succeeding fiscal year. Additionally, the Board shall propose a capital program or revision to the long-term government expenditures for capital improvements. Such budget shall set forth a proposed contribution for each of the municipalities; provided, however, that such budget shall not be binding upon the municipalities until approved by the governing boards of the municipalities and incorporated in the official budgets of said municipalities.
D. 
The agreement shall become effective upon final authorization by all municipalities and shall be automatically self-renewed from year to year thereafter; provided, however, that any participating municipality may withdraw from the term of the agreement by giving written notice of such withdrawal one year before the proposed termination date. Upon the termination of this agreement by the mutual consent of all the municipalities, any assets of the Board shall be distributed to the municipalities in proportion to the cumulative contributions of the municipalities from the date of the formation of the Board to the time of dissolution.
E. 
All personnel hired by the Board shall be employees of the Board, and not of the individual municipalities. Any purchases by the Board will be paid for by said Recreation Board, utilizing the Recreation Boards' Sales Tax Exempt number.
The President of Council and Secretary of the borough are hereby authorized to execute on behalf of the Borough of Lake City an agreement embodying the foregoing provisions.
