A.
General prohibitions.
(1)
No user shall introduce or cause to be introduced
into the POTW any pollutants or pollutants in such quantities so as
to cause pass-through or interference with the processing of wastewater
at the POTW, or which would prevent the recycling or beneficial reuse
of sludge produced as a result of the pretreatment of wastewater at
the POTW.
(2)
The general prohibitions of this Part 3 shall apply
to all users of the POTW whether or not they are subject to any categorical
pretreatment standards or any other local, state, or federal pretreatment
standard or requirements.
B.
Specific prohibitions.
(1)
No user of the POTW shall introduce or cause to be
introduced into the POTW the following pollutants, substances, or
wastewater:
(a)
Pollutants which create a fire or explosive
hazard in the POTW, including but not limited to wastestreams with
a closed-cup flashpoint of less than 140° F. (60° C.) using
the test methods specified in 40 CFR 261.21.
(b)
Wastewater having a pH less than 6.0 or more
than 10.0 or wastewater which otherwise may cause corrosive structural
damage to the POTW or equipment.
(c)
Grease, animal guts or tissues, paunch manure,
bones, hair hides or fleshings, entrails, whole blood, feathers, ashes,
cinders, sand, spent lime, stone or marble dust, metal, glass, straw,
shavings, plastics, gas, tar, asphalt residues, residues from refining
of fuel or lubricating oil, mud, or glass grinding or polishing wastes,
solid or viscous substances such as in amounts or size which will
cause interference or obstruction of the flow either in sanitary sewer
pipelines or at the POTW, but in no case solids greater than 1/2 inch
in any dimension.
(d)
Pollutants, (including oxygen-demanding pollutants
such as BOD, etc.) released at such a flow rate or in such a concentration
which, either singly or by interaction with other pollutants, will
cause interference with the operation of the POTW.
(e)
Wastewater with a temperature greater than 140°
F. (60° C.), or which would inhibit biological activity in the
treatment plant resulting interference, but in no case wastewater
which causes the temperature at the introduction into the treatment
plant to exceed 104° F. (40° C.).
(f)
Petroleum oil, nonbiodegradable cutting oil,
or products of mineral oil origin, or other prohibited materials including
but not limited to; gasoline, kerosene, naphtha, benzene, toluene,
xylene, ethers, alcohols, ketones, aldehydes, peroxides, chlorates,
perchlorates, bromates, carbides, hydrides, and sulfides; which may
cause interference or pass-through.
(g)
Pollutants which result in the presence of toxic
gases, vapors or fumes within the POTW that may cause acute health
or safety risks to the workers at the POTW or to the general public.
(i)
Noxious or malodorous liquids, gases, solids
or other wastewater which singly or by interaction with other wastes,
are sufficient to create a public nuisance or a hazard to life, or
to prevent entry into the sewers for maintenance or repair.
(j)
Wastewater with such color that it cannot be
removed by the POTW processes such as, but not limited to, dye wastes,
vegetable tanning solutions, food coloring solutions, etc. which consequently
imparts color to the POTW effluent thereby violating Lake City Borough's
NPDES permit.
(k)
Wastewater containing any radioactive wastes
or isotopes except in compliance with applicable state or federal
regulations.
(l)
Stormwater, surface water, groundwater, artesian
well water, roof runoff, subsurface drainage, swimming pool drainage,
condensate, deionized water, noncontact cooling water, unpolluted
wastewater, unless specifically authorized by the Borough.
(m)
Sludges, screening, or other residues from the
pretreatment of industrial wastes.
(n)
Medical wastes containing isolation wastes,
infectious agents, human blood and blood products, pathological wastes,
sharps, body parts, contaminated bedding, surgical wastes, potentially
contaminated laboratory wastes, dialysis wastes, or any other medical
wastes unless authorized by the Borough in a wastewater discharge
permit.
(o)
Wastewater causing, alone or in conjunction
with other sources, the effluent of the POTW to fail a toxicity test.
(p)
Detergents, surface-active agents, or other
substances which may cause foaming in the POTW.
(q)
Wastewater causing two readings on an explosion
hazard meter at the point of entry into the POTW, or at any point
within the POTW, of more than 5% or any single reading of more than
10% of the lower explosive limit of the meter.
(r)
Any substance that, when discharged to the POTW,
would cause the POTW to be in noncompliance with sludge use or disposal
criteria, guidelines, or regulations.
(2)
Pollutants, substances, or wastewater prohibited by
this Part 3 shall not be processed or stored in such a manner that
they could be discharged to the POTW accidentally or otherwise.
A.
The following pollutant limits are established to
protect against pass-through and/or interference with operation of
the POTW or re-use, recycling, or disposal of sludge produced at the
POTW.

The above limits apply at the point where the wastewater
is discharged to the POTW. All concentrations for metallic substances
are for "total" metal unless indicated otherwise. The Borough Council
may direct the supervisor of the POTW to impose mass limitations in
addition to, or in place of, the concentration based limitations listed
above.
B.
At no time shall a discharge exceed the maximum instantaneous allowable discharge. A discharge shall not contain a concentration or quantities of pollutants that exceed for any time period longer than 15 minutes more than five times the average twenty-four-hour concentration of pollutants as specified in § 52-36A of this Part 3.
C.
Any discharge exceeding the limits imposed for BOD5,
TSS, phosphorous, ammonia or FOG of organic origin shall be subject
to surcharges as established by resolution of Borough Council. All
other discharge limits shall not be exceeded. Any discharger that
exceeds the limits imposed shall be required to provide adequate pretreatment
to comply with the limits required in this Part 3.
Lake City Borough reserves the right to establish,
by ordinance, or in wastewater discharge permits, more stringent standards,
requirements or limitations on discharges to the POTW.
No discharger shall ever increase the use of
process water, or in any way attempt to dilute a discharge as a partial
or complete substitute for adequate treatment to achieve compliance
with a discharge limitation unless specifically authorized to do so
by an applicable pretreatment standard or requirement. The Borough
may impose mass limitations on users who are using dilution to meet
applicable pretreatment standards or requirements, or in other cases
when the imposition of mass limitations is appropriate.
