As used in this chapter, words and phrases shall have the designated meanings set forth in an Act regulating snowmobiles, providing for registration and fees and providing penalties adopted by the Commonwealth of Pennsylvania effective September 11, 1971, hereinafter sometimes referred to as the Pennsylvania Snowmobile Act.
All streets within the Borough, except the following streets or roads, are hereby designated as snowmobile roads pursuant to Section 4(c) of the Pennsylvania Snowmobile Act:[1]
A. 
Pennsylvania Route 18 (Rice Avenue and North Lake Street).
B. 
U.S. Route 5.
C. 
Main Street from Rice Avenue to Seley Street.
D. 
Martin Avenue and Middle Road.
E. 
South Lake Street.
F. 
Smith Street.

The above designated snowmobile streets or roads may be used as often as reasonably necessary to traverse the distance from a snowmobile owner's home to private areas of snowmobile use.
No street is to be used for continuous riding or racing except as hereinafter specifically provided.
Privileges extended by this chapter to allow snowmobile operation shall apply only from November I of each year until April 1 of the following year, and shall apply only from 9:00 a.m. to 12:00 midnight Sundays through Thursdays, and from 9:00 a.m. to 2:00 a.m. Fridays and Saturdays; provided, however, that the privileges extended by this chapter shall apply 24 hours per day during such period as may be designated by the Mayor as a snow emergency.
The privileges extended hereunder shall not apply:
A. 
To snowmobiles which do not meet all of the requirements of the Pennsylvania Snowmobile Act as to registration, lights, brakes, safety features and all other matters.
B. 
To snowmobile operators who do not meet the requirements of the Pennsylvania Snowmobile Act as to age and certification of training.
C. 
To racing-type or modified, unmuffled or special machines.
The Chief of Police, with the approval of the Council President, may in his discretion grant permission for organized rides, races, training classes or similar events deemed reasonable and in the best interests of the community at such designated places and at such designated times as he may specify and under such supervision as he may specify.
Persons living on a nonsnowmobile road or street, when there is no rear or other means or way of ingress or egress to a snowmobile street, may slowly and carefully, at a speed not to exceed 10 miles per hour, travel on the edge of any road to the nearest permitted snowmobile road, provided that the right-of-way shall be given to all pedestrians and other traffic; no snowmobile operator shall make more than three such trips per day.

Any person violating any of the provisions of this chapter shall, upon summary conviction for a first offense, be sentenced to pay a fine of not less than $100 nor more than $500 and costs of prosecution and, in default of the payment thereof, shall undergo imprisonment for not more than 10 days, and for a second offense be sentenced to pay a fine of not less than $250 and not more than $1,000 and undergo imprisonment for not more than 30 days.
