The following guidelines are adopted with respect to arrest by a Township police officer without a warrant for the conduct and offenses enumerated in 42 Pa.C.S.A. § 8902:
A. 
Upon arrest, the defendant shall be immediately transported to the Lower Frederick Township Police Department for processing and issuing of a citation.
B. 
The defendant shall be processed without unnecessary delay and furnished a copy of the citation.
C. 
The defendant will then be released, provided he or she is no longer in a position of imperiled personal security.
D. 
In the case of juveniles:
(1) 
An attempt shall be made to contact a parent, guardian or responsible person. A "responsible person" is defined as follows: one who is responsible for the physical custody of a juvenile, or is another adult acquaintance of the juvenile's parents or legal guardian who agrees and reasonably demonstrates the ability to provide supervision for the juvenile until parents, legal guardian or next of kin can assume that responsibility.
(2) 
The juvenile shall be released to a parent, guardian or responsible person after processing and issuance of a citation.
(3) 
If, after a period of six hours, a parent, guardian or responsible person cannot be contacted, or refuses to accept custody, the officer will contact the on-duty juvenile probation officer at the Juvenile Probation Department to arrange shelter for the juvenile.
