Provided that the group health benefits carrier of the Borough of Netcong shall permit such participation, all part-time employees of the Borough shall be eligible to participate in the Borough's group health benefits plan under the conditions set forth hereinafter. To be eligible to become a participant in the group health benefits plan, the part-time employee must be a member of a State of New Jersey pension plan such as the Public Employees' Retirement System (PERS). Each part-time employee who elects to join the Borough's group health benefits plan shall be responsible for payment of the full premium due and to become due for said health benefits.
Each part-time employee participant in the Borough's group health benefits plan shall pay the full amount of the premium for such coverage to the Borough Treasurer at least 10 days prior to the due date for the same. If a part-time employee participant fails to make the required premium payment, the full amount of the premium shall be deducted from the part-time employee's salary, and the part-time employee's health benefits will be terminated in accordance with the procedures established by the Borough's group health benefits carrier. The Borough Treasurer shall deposit such premium payments into the Borough' s current or operating account(s) no fewer than 48 hours after receipt of same.
Part-time employees who elect to join the Borough's group health benefits plan shall be permitted to do so only on those dates and in the manner allowed by the Borough's health benefits carrier.

A. 
Retiree health insurance benefits prior to June 1, 2014. All current employees, other than those enrolled in the Police and Fire Retirement System, who had at least 25 years of service credit in a state or locally administered retirement system and had at least 25 years of service with the Borough as of June 1, 2014, are entitled to select the retiree health benefits which were available prior to June 1, 2014, as set forth in this section or, at the employee's option, select the current retiree health insurance benefit (with the selection being made at the time of retirement). The benefit available prior to June 1, 2014 was a fixed contribution toward the costs associated with health insurance coverage in any one of the Borough's existing health insurance plans for the life of the retiree. Said contribution shall be based on the type of coverage selected, as follows:
(1) 
Single coverage with Medicare: $3,500.
(2) 
Single coverage without Medicare: $3,700.
(3) 
Member and spouse/partner or family coverage with Medicare: $7,100.
(4) 
Member and spouse/partner or family coverage without Medicare: $8,100.
B. 
Retiree health insurance benefits after June 1, 2014. All other full-time employees, except those covered by collective bargaining agreement, shall be covered by the retiree health benefits policy set forth in Resolution No. 2014-38, adopted by the Borough Council on March 13, 2014, and effective June 1, 2014.
C. 
The Borough shall have the right to change insurance carriers or the amounts and types of coverage afforded under the Borough's health insurance program if the Borough changes the plans offered to its municipal employees.
