GENERAL REFERENCES

The Council may appoint five residents of the Borough of Netcong to act as a Board of Water Commissioners.
The five persons thus selected shall be appointed for terms of one, two, three, four and five years, respectively, as designated in said appointment, and thereafter each year a Commissioner shall be appointed to fill the vacancy caused by the expiration of the term of one of the members thereof. In case of vacancy, inability to serve by removal from the borough or from any other cause there shall be a less number than five, then the Council may, by resolution, appoint under this Chapter a proper person or persons, so that the Board shall at all times consist of at least five Commissioners.
The rates to be charged for the consumption of water shall always be under the control of the Council, and all improvements and alterations in the plant shall be done only by the Council.
A. 
The duty of the Commissioners appointed under this Chapter shall be:
(1) 
Supplying the Borough of Netcong potable water for domestic and other purposes.
(2) 
Maintaining of the water in the reservoir at a proper level.
(3) 
Cleaning of said reservoir, intake, pipes and valves at proper intervals.
(4) 
Granting of permission to tap mains and determining the conditions and restrictions under which said taps shall be made.
(5) 
Establishing regulations or restrictions concerning the use of water.
(6) 
Collecting all moneys for the use of water and giving proper receipts therefor.
B. 
This section is intended to include the complete control and operation of said water plant, excepting the expenditure of money thereon and the rates to be charged for water, which rights are hereby reserved to the Council.
A. 
The said Commissioners shall monthly give a written report to the Council of:
(1) 
The number of taps at last report.
(2) 
The increase or decrease of the number thereof since last report.
(3) 
The income for the month.
(4) 
The amount of the bills approved by said Commissioners.
(5) 
The amount due from consumers remaining unpaid.
B. 
A check payable to the Council for the amount collected shall be tendered with the report.
C. 
These reports shall be in duplicate, one to be filed with the Clerk of the Council and the other retained by the Water Commissioners, each and every report to be signed by the Water Commissioners or a majority of them. There shall be returned with each report suggestions, if any, by the Water Commissioners concerning improvements to the plant or any other matter of benefit to the borough or to the consumers of water.
Said Commissioners shall serve without compensation, but all charges for expenses of said Commissioners or a Clerk and other necessary employees shall be paid by the Council.
