The owner or tenant of lands abutting or bordering upon the sidewalks of public streets or public places in the Borough shall remove all snow and ice from the sidewalks abutting or bordering their property, edge to edge, within 24 hours after the same shall be formed or fallen thereon. Sidewalks are to be cleared in such a manner so as to leave any access to a crosswalk adjacent to the sidewalk also clear and fully accessible.

In addition to the penalties herein provided, if the owner or tenant of any such premises shall neglect or refuse to comply with this article, the Borough Administrator may authorize Borough employees or agents to remove the ice or snow for which the property owner is responsible. Upon completion of the abatement, the Borough Administrator may prepare a report of any expenditures for presentation to the Borough Council. After review of the report, the Borough Council may approve the expenses and costs by resolution and, thereupon, the stated amount of expenses and costs spent shall become a lien against the premises, collectible as provided by law in conformity with N.J.S.A. 40:48-2.14. A copy of the resolution approving the expenses and costs shall be certified by the Borough Clerk and filed with the Tax Collector of the Borough, who shall be responsible for the collection thereof; and a copy of the report and resolution shall be sent by certified mail, return receipt requested, to the owner of the affected premises.
No person shall place or cause to be placed any snow or ice upon the traffic lanes of the roadway of any street. In the event that it is necessary to clear the roadway of snow and ice in front of any property for the purpose of providing parking space or to give access to such property, then such snow or ice shall be properly piled in the roadway line and in such a manner that the gutterway shall be unobstructed.
It shall be unlawful for any person to remove any snow or ice from any private property and place the same onto the sidewalks or roadway of any street.

Any owner, tenant or person violating any of the provisions of this article shall, upon conviction thereof, be subject to a penalty of $50 for the first offense. The penalty for a second or subsequent offense shall be $100.
