The following departments, boards, commissions,
committees, bureaus and organizations have been established and are
hereby continued or are hereby established in the Borough of Park
Ridge. Compensation, if any, of the various personnel on such entities
shall be set from time to time by ordinance or resolution of the Council.
A.
Department of General Government. A Department of
General Government is hereby established, which shall include the
following:
(1)
Office of the Mayor and Borough Council.
(2)
Office of the Borough Administrator.
(3)
Office of the Municipal Clerk.
(4)
Office of the Tax Collector-Treasurer.
(5)
Office of the Tax Assessor.
(6)
Municipal Court. The organization, composition and other provisions related to the Municipal Court are as set forth in Chapter 8, Pascack Joint Municipal Court, of the Code of the Borough of Park Ridge.
(7)
Recreation and Cultural Committee.

(a)
Name. The Committee shall be entitled the "Park
Ridge Recreation and Cultural Committee."
(b)
Purpose. It is the purpose of the Park Ridge
Recreation and Cultural Committee to establish recreational and cultural
programs for the benefit of the citizens of the Borough of Park Ridge.
It is the direction of the Mayor and Council to this Committee that
the programs so created shall be designed to be of greatest interest
to the greatest number of individuals, to be performed, held or operated
on Borough facilities or Borough properties and at minimal or no cost
to the citizens. The Mayor and Council further direct that this Committee
create diverse programs which recognize all portions of the population
of the Borough and the particular heritage of any group and the historical
significance of the municipality.
(c)
Organization. There shall be a Park Ridge Recreation
and Cultural Committee consisting of no more than 30 members. Each
member shall have an annual term and shall be appointed by the Mayor
of the Borough of Park Ridge at the reorganization meeting of the
Mayor and Council in January of each year.
(e)
Meetings. The Park Ridge Recreation and Cultural
Committee shall meet at least nine times each year, and times and
places of these meetings shall be established by the members of the
Committee and posted on the bulletin board in the Borough of Park
Ridge on a regular basis.
(f)
Duties of the Chairperson. The Chairperson shall
be the presiding officer who shall preside over the orderly business
of the committee at each meeting. A quorum of 33.3% of the membership
shall be required to call a meeting to order. The Chairperson may
call special meetings at the request of five members on 48 hours'
notice to all membership.
(g)
Standing committees. The Committee shall establish
subcommittees in all areas of cultural or recreational significance
and/or represent ongoing events in the municipality, including but
not limited to alumni football, concerts, publicity, egg hunt, Halloween,
movies, ski trips, theater, sporting events, picnics, tennis, tree
lighting, physical fitness, day camp and any other subcommittees which
the committee may feel should be created to administer a particular
event. Non-Committee members may be appointed by the Committee to
oversee and/or participate on subcommittees and/or events.
(h)
Reporting to the governing body. The Park Ridge
Recreation and Cultural Committee shall submit an annual report to
the Mayor and Council in February of each year for the preceding year
which will set forth in detail the activities of the Committee and
proposed activities of the Committee. The Committee shall respond
to requests for information for budget and other planning purposes
by administrative officials of the Borough of Park Ridge.
(i)
Membership. All members are expected to participate
and attend a minimum of three meetings of the committee and participate
in a minimum of three events. All persons who seek to be (re)appointed
may be recommended for (re)appointment to the Mayor by the Committee.
(j)
Voting. All issues shall be decided by a vote of the members attending a given meeting with a simple majority of those voting being needed for passage. No monetary expenditures in excess of $100 shall be made without the approval of the Committee. All purchases shall be made in accordance with Chapter 6, Claims Approval and Payment, of the Borough Code.
(8)
Board of Health. (N.J.S.A. 26:3-6) A Board of Health has been established and is hereby continued in the Borough of Park Ridge. The organization, composition and other provisions related to this Board are as set forth in Chapter 17, Health, Board of, of the Code of the Borough of Park Ridge.
(9)
Senior Citizens Advisory Committee. As provided by
a resolution of the governing body on April 9, 1979, a seven-member
Senior Citizens Advisory Committee has been established and is hereby
continued in the Borough of Park Ridge. Members shall be nominated
annually by the Mayor and appointed with the advice and consent of
the Council.
B.
Department of Land Use. A Department of Land Use is
hereby established in the Borough of Park Ridge, which Department
shall include the following:

Construction Code Office. (N.J.S.A. 52:27D-119 et seq.) The organization, composition and other provisions covering this office are as set forth in Chapter 50, Construction Codes, Uniform, of the Code of the Borough of Park Ridge.
(4)
Office of the Administrative Clerk, Zoning and Planning.
An Office of the Administrative Clerk, Zoning and Planning is hereby
established in the Borough of Park Ridge. The Office shall consist
of the Administrative Clerk, Zoning and Planning and the Zoning Officer.
It shall provide administrative assistance to the Zoning and Planning
Boards and to the Construction Code Office. Further, the Zoning Officer
shall be the enforcement official for Chapter 55, Dwellings, Appearance
of,[1] Chapter 64, Garbage, Rubbish and Trash, Chapter 69, House Numbering, Chapter 84, Soil Removal, Chapter 86, Streets and Sidewalks, and Chapter 101, Zoning, of the Code of the Borough of Park Ridge, and shall cause summonses to be issued for violations thereof.
C.
Police Department.
(1)
A Police Department has been established and is hereby continued in the Borough of Park Ridge. The organization, composition and other provisions related to the Department are as set forth in Chapter 26, Police Department, of the Code of the Borough of Park Ridge.
(2)
A Police Reserve Unit has been established and is
hereby continued with the Police Department of the Borough of Park
Ridge. The Chief of Police shall designate a liaison to the Police
Reserve Unit. Said liaison shall be a sworn member of the Police Department.
The officers of the Police Reserve shall consist of a Chief, a Captain
and sufficient lieutenants and sergeants to adequately supervise and
direct the unit. Said officers shall be elected to three-year terms
at the December meeting by the active members of the Police Reserve
Unit. All officers shall hold office until their successors are elected
and approved with the advice and consent of the Mayor and Council.

A Junior Police Reserve has been established and is hereby continued as an auxiliary to the Police Reserve Unit. The organization, composition and other provisions related to the Junior Police Reserves are as set forth in Article XII of Chapter 26, Police Department, of the Code of the Borough of Park Ridge.
D.
Fire Department. A Fire Department has been established and is hereby continued in the Borough of Park Ridge. The organization, composition and other provisions related to the Department are as set forth in Chapter 14, Fire Department, of the Code of the Borough of Park Ridge.
E.
Bureau of Fire Prevention. A Bureau of Fire Prevention has been established and is hereby continued in the Borough of Park Ridge. The organization, composition and other provisions related to this Bureau are as set forth in Chapter 60, Fire Prevention, of the Code of the Borough of Park Ridge.
F.
Drug Advisory Committee. A Drug Advisory Committee has been established and is hereby continued in the Borough of Park Ridge. The organization, composition and other provisions related to this Committee are as set forth in Chapter 11, Drug Advisory Committee, of the Code of the Borough of Park Ridge.[2]

G.
Library Board of Trustees. (N.J.S.A. 40:54-9 et seq.)
A Library Board of Trustees has been established and is hereby continued
in the Borough of Park Ridge pursuant of N.J.S.A. 40:54-9 et seq.
The Board of Trustees shall be composed of seven members. One of the
members shall be the Mayor, one shall be the Superintendent of Schools
and five shall be citizens to be appointed by the Mayor with the advice
and consent of the Council. At least four of the citizen members shall
be residents of the Borough of Park Ridge. The citizen members of
the Board shall be appointed for five-year terms. The Mayor and the
Superintendent of Schools, respectively, may appoint an alternate
to act in his or her place and stead, with authority to attend all
meetings of the Board and, in his or her absence, to vote on all questions
before the Board. The powers and duties of the Library Board of Trustees
shall be as prescribed in N.J.S.A. 40:54-9 et seq.
H.
Municipal Pool Commission. A Municipal Pool Commission has been established and is hereby continued in the Borough of Park Ridge. The organization, composition and other provisions related to this Commission are as set forth in Chapter 28, Pool Commission, Municipal, of the Code of the Borough of Park Ridge.
I.
Youth Guidance Council. (N.J.S.A 9:22-1 et seq.) A
Youth Guidance Council has been established and is hereby continued
in the Borough of Park Ridge. The organization, composition and other
provisions related to this Council are as set forth in N.J.S.A. 9:22-1
et seq.
J.
Public Buildings and Grounds Department. A Public
Building and Grounds Department has been established and is hereby
continued in the Borough of Park Ridge. The Department shall be responsible
for the maintenance and repair of municipal buildings, including but
not limited to the Borough Hall, Library and pistol range.
K.
Roads and Parks Department. A Roads and Parks Department
is hereby established in the Borough of Park Ridge. The Department
shall be responsible for the maintenance of public streets, avenues,
sidewalks, parks and grounds and of the equipment relating thereto
and such other public areas as lawfully may be assigned.

L.
Sewer Department. A Sewer Department has been established
and is hereby continued in the Borough of Park Ridge. The Department
shall be responsible for the maintenance of the Borough sanitary sewer
system at the direction of the Supervisor of Water Distribution and
Sewer Maintenance.

M.
Board of Public Works. (N.J.S.A. 40:89-1 et seq.)
A Board of Public Works has been established and is hereby continued
in the Borough of Park Ridge. The organization, composition and provisions
related to the Board are as set forth in Chapter 29, Public Works,
Board of, of the Code of the Borough of Park Ridge.
N.
Electric Utility Department. An Electric Utility Department
has been established and is hereby continued in the Borough of Park
Ridge. The Department shall be responsible for the maintenance, repair
and operation of the Borough electric distribution systems at the
direction of the Board of Public Works and the Superintendent of Electric
Distribution.

O.
Water Utility Department. A Water Utility Department
has been established and is hereby continued in the Borough of Park
Ridge. The Department shall be responsible for the maintenance, repair
and operation of the Borough wells, storage, pumping and distribution
system at the direction of the Board of Public Works and Superintendent
of Electric Distribution.

P.
Department of Vehicle Maintenance. Department of Vehicle
Maintenance is hereby established in the Borough of Park Ridge. The
Department shall be responsible for the maintenance of all Borough
vehicles and related equipment and shall ensure that all such Borough
property is maintained in good working order.

Q.
Tri-Borough Public Safety System. A Tri-Borough Public
Safety System has been established in the Boroughs of Montvale, Park
Ridge and Woodcliff Lake, and is hereby continued in the Borough of
Park Ridge. The system shall be responsible for the operation and
maintenance of the Tri-Borough radio room located within the Borough
of Park Ridge.
