The Mayor shall have the power to appoint, with advice and consent of the governing body, matrons, special police officers and school traffic guards for a term not to exceed one year.
No person shall be appointed a matron, special police officer, or school traffic guard unless that person is a citizen of the United States, able to read, write and speak the English language, physically qualified and of good moral character and shall not have been convicted of any crime.
The matrons, special police officers and school traffic guards appointed under this article shall not be members of the Police Department, and their powers, rights and duties shall immediately cease and terminate at the expiration of the term for which they were appointed or upon revocation of their appointment as provided for herein.
Matrons, special police officers and school traffic guards shall receive such compensation as fixed by the Mayor and Council annually.
All matrons, special police officers and school traffic guards shall be appropriately trained and work under the direction and supervision of the Chief of Police.
No special police officer shall carry a firearm or other weapon when off duty.
Every appointment of a matron, special police officer or school traffic guard made in accordance with this article shall not be subject to revocation without good cause and without an opportunity for a hearing before the Mayor and Council.
