No person driving or in charge of a motor vehicle shall permit it to stand unattended on any public street, highway or public place, or any parking lot or any new- or used-car lot, without first stopping the engine, locking the ignition and removing the ignition key from the vehicle.
Whenever a police officer shall find a motor vehicle standing unattended with the ignition key in the vehicle, in violation of § 605-1, such police officer is authorized to remove such key from such vehicle and deliver the same to the desk officer at Police Headquarters, where the registered owner may secure the return of the same upon signing a receipt therefor.
Neither the Town of Phillipsburg nor any police officer removing the ignition key from an unattended vehicle, as provided in § 605-2, shall be responsible for any damage occasioned by or to the vehicle during the time the ignition key is in possession of the officer or the Police Department.
The registered owner of a vehicle found in violation of this chapter shall be held prima facie responsible for any such violation.
Every person convicted of a violation of this chapter shall pay a penalty not to exceed $50.
