There is hereby established a Committee on Housing to implement and supervise the construction of low- and moderate-income houses.

The Committee shall consist of the Mayor, a member of the Planning Board to be chosen by the Mayor, the Borough Clerk, a member of the Council to be selected by the Council and a citizen to be chosen by the Mayor, and the developer and/or his representatives.
Said Committee shall expend such moneys and shall hire and retain such personnel as are necessary to carry out its functions.
Members of said Committee, other than the Mayor, shall serve for a term of one year or until their successor is appointed.
