The requirements of this article shall apply to property containing three or more residential units which use dumpsters for garbage and recyclable disposal and have garbage and recyclable collection service provided by the Borough of Riverdale or seek reimbursement from the Borough of Riverdale for privately obtained garbage and/or recyclable service. The requirements of this chapter shall apply to all existing property. The requirements of this chapter shall also be enforced by the Planning Board which shall require that any site design, in conjunction with site plan review and approval, adequately provide facilities which will comply with this chapter.
The following requirements shall apply to all dumpsters covered by this article:
A. 
Dumpsters shall be not less than two cubic yards nor more than eight cubic yards in size (except that if compactors are used, the size of an enclosed dumpster may not exceed 30 cubic yards), must be water- and rodent-tight and have a lid that prevents rainwater from entering the container.
B. 
All dumpsters must be so fitted as to be handled by the refuse collection equipment used by the contractor for the Borough of Riverdale at the time certificates of occupancy are issued.
C. 
All dumpsters must be readily accessible to collection vehicles, with a minimum fifteen-foot-wide unobstructed access aisle.
D. 
All dumpsters shall be so located that the collection vehicle can drive directly to the dumpster. The hauler will not manually move the dumpsters for collection.
E. 
Landscaping and/or fencing shall be provided around any outdoor area and shall be developed in an aesthetically pleasing manner.
There shall be separate recycling dumpsters provided in each complex. The dimensions of the recycling area shall be sufficient to accommodate recycling dumpsters which are of adequate size, configuration and number and which are consistent with anticipated usage and with current methods of collection in the area in which the project is located. The dimensions of the recycling area and the bins of containers shall be determined in consultation with the Municipal Recycling Coordinator and shall be consistent with the district recycling plan adopted pursuant to Section 3 of P.L. 1987, c. 102 (N.J.S.A. 13:1E-99.13), and any applicable requirements of the Land Use Board. The dumpsters shall meet the following requirements:
A. 
The recycling area shall be conveniently located for the residential disposition of source-separated recyclable materials, preferably near, but clearly delineated as separate from, a refuse dumpster.
B. 
The recycling area shall be well lit and shall be safely and easily accessible by recycling personnel and vehicles. Collection vehicles shall be able to access the recycling area without interference from parked cars or other obstacles. Reasonable measures shall be taken to protect the recycling area, and the dumpsters placed therein, against theft of recyclable materials, bins or containers.
C. 
The recycling area or the bins or containers placed therein shall be designed so as to provide protection against adverse environmental conditions which might render the collected materials unmarketable. Any bins or containers which are used for the collection of recyclable paper or cardboard, and which are located in an outdoor recycling area, shall be equipped with a lid or otherwise covered so as to keep the paper or cardboard dry.
D. 
Signs clearly identifying the recycling area and the materials accepted therein shall be posted adjacent to all points of access to the recycling area. Individual bins or containers shall be equipped with signs indicating the materials to be placed therein.
A site shall be maintained so that the area needed for the loading and unloading of disposal vehicles and any servicing of refuse (access to dumpsters) shall not be blocked or interfered with or be used for any other purpose except for that which has been specifically approved in the approved site plan.
Dumpsters must be adequate to service the community based upon a once-weekly or the current Borough collection schedule and must be utilized in compliance with this article. In the event that a site has been designed in a manner which makes compliance with the Borough collection schedule or these standards impracticable, the site must be redesigned. An owner shall be required to use trash compaction or similar technology for any residential complex having 175 or more units or when otherwise necessary to comply with the requirements of this article or when necessary to handle trash based upon the Borough's current collection schedule. Failure to provide necessary equipment may result in the refusal of the Borough's contracted hauler to provide service and may jeopardize the ability for any reimbursement for other garbage collection.
