This chapter contains an ordinance establishing rules, regulations and standards governing the subdivision of land and site plan review within the Borough of Riverdale pursuant to the authority set forth in Chapter 291 of the Laws of 1975,[1] and amendments and supplements thereto, setting forth the procedure to be followed by the approving authority in applying and administering these rules, regulations and standards and providing penalties for the violations thereof.

This chapter shall be known as the "Site Plan and Subdivision Ordinance of the Borough of Riverdale."
Such regulations are deemed necessary to achieve the following purposes:
A. 
To protect the character and stability of all areas of the community and to promote the orderly and beneficial development of such areas.
B. 
To secure safety from fire, flood, panic and other natural and man-made disasters.
C. 
To encourage the proper location and design of streets.
D. 
To promote a desirable visual and aesthetic environment through creative development arrangements.
E. 
To promote conservation and preservation of woodlands, open space and valuable natural resources.
F. 
To prevent degradation of the environment through improper use of land.
G. 
To provide adequate light, air and open space.
H. 
To provide for the conservation, protection and proper use of land.
I. 
To reduce the hazards which exist in steep sloping areas by reason of erosion, siltation, flooding, surface water runoff or pollution of potable water supplies from point and nonpoint sources.
J. 
To preserve streams, watercourses and wetlands in their natural state wherever possible.
K. 
To preserve and protect the quality and quantity of ground and surface water supply from pollution and violation of their safe yield.
L. 
To preserve and protect areas of high-water table, floodway and flood hazard areas.
M. 
To assure the adequacy of existing and proposed culverts and bridges; to induce water recharge into the ground where practical; to lessen nonpoint pollution; and to maintain the integrity of stream channels for their biological functions as well as for drainage and the means necessary for water supply preservation or prevention or alleviation of flooding.
N. 
To provide rules, regulations and standards which will guide the appropriate use or development of all lands within the community in a manner which will promote the public health, safety, morals and general welfare.
