No person shall distribute or sell or offer for sale or have in his possession, with intent to distribute, sell or offer for sale, within the Borough of Riverdale, any milk, cream or other dairy products, ice cream or ice cream mix unless such person shall have first obtained a license therefor from the Board, covering each premises or place from which the same is distributed, sold or offered for sale or intended to be distributed, sold or offered for sale and a license or licenses covering each vehicle from which the same is distributed, sold or offered for sale or intended to be distributed, sold or offered for sale.
A separate license is required and must be obtained for each place of business or vending machine used for any of the purposes set forth in this article and for each vehicle used for any of said purposes.
Every license, tag or tags and every other evidence issued by the Board as proof of the granting of such license or licenses, together with the number of the license, shall be prominently displayed in the premises and on each vending machine and on each vehicle so licensed.
The Board may at any time refuse to issue a license to any person who:
A. 
Has been convicted of violating any provisions of this article.
B. 
Has failed or refused to comply with the lawful demands and requirements of the Board relating to the conduct of any business regulated by this chapter.
C. 
Through negligence in the handling and preparation of milk, cream or other dairy products, ice cream or ice cream mix, has disseminated any contagious disease.
D. 
Maintains his milk house, stable, milk plant or other place where milk or milk products, ice cream or ice cream mix are produced, handled, processed, stored, distributed, sold or offered for sale in any condition detrimental to the health and safety of the ultimate consumer.

A fee of $10 shall be paid before any license or license sign or tag as required by this article for any place of business or vending machine shall be issued. A fee of $20 shall be paid for each vehicle used for any of the purposes set forth in this article. Failure to obtain a license or to display this sign or tag in a visible place will subject the distributor or vendor or the owner of the vehicle or the person operating such vehicle to a fine not to exceed $50 for each violation and/or prohibit further licensing from this Board. Each day of violation shall be considered a separate offense.
