The word "physician," as used in Part 1 of this chapter, means a physician duly licensed pursuant to the laws of the State of New Jersey to engage in the general practice of medicine and who shall be actively so engaged, and who shall be designated by the Borough Council to render the particular service referred to in the context.
The Borough Council shall at all times have full power and authority, in its sole discretion, to amend or supplement Part 1 of this chapter and the rules and regulations herein prescribed and established; to repeal any part or parts hereof; to amend, supplement or repeal any one or more of the said rules and regulations; and to repeal this Part in its entirety.
