It shall be unlawful for any person or persons,
owner or owners, custodian or custodians of any horse, cattle, sheep,
swine, goat or other animal, or any of them, to permit the same to
run at large or be tethered in any of the streets or highways or upon
any of the property of the Borough of Riverton. Any horse, cattle,
sheep, swine, goat or other animal found so running at large or tethered
in or upon any of said streets or highways or upon any of said property
shall be liable to be impounded.
It shall be lawful for any person who shall
find any horse, cattle, sheep, swine, goat or other animal running
at large or tethered in or upon any of the streets, highways or property
of the said borough to take charge of and forthwith convey the same
to the public pound and deliver the same to the Poundkeeper, who shall
keep the same until disposed of as hereinafter provided.

Upon receiving any such animal as is mentioned
above, it shall be the duty of the Poundkeeper to forthwith notify
the owner thereof, if known, of the impounding of such animal, which
owner may redeem the same upon payment of the fees hereinafter mentioned,
together with such actual costs as may have been incurred by the Poundkeeper
for the sustenance of such impounded animal.
If the owner of any animal impounded as aforesaid
shall fail to redeem the same within 24 hours after being notified
as aforesaid, or within 48 hours after such animal has been received
by the Poundkeeper, if the owner is unknown to such Poundkeeper, it
shall be lawful for such Poundkeeper to advertise and sell such animal
at public venue, first advertising such sale for five days by setting
up notices thereof in five or more public places in said borough and,
out of the proceeds arising therefrom, to deduct the actual costs
of such sale, the sum expended by the said Poundkeeper in the sustenance
of said animal and the fees hereinafter mentioned, and to pay the
balance, if any, to the owner of such animal, if he is known or, if
he is unknown, to the Collector of the said borough, who shall keep
the same in a special fund until it is lawfully disposed of.
The following fees shall be allowed and collected
as aforesaid:
A.
For the person conveying any such animal to the pound:
$0.25.
B.
To the Poundkeeper for every 24 hours or fraction
thereof the animal shall be impounded: $0.50.
C.
For notifying the owner: $0.25.
D.
For advertising the sale of the animal: $0.50.
E.
For selling the animal: $1 and such sums as shall
be actually expended by the Poundkeeper in sustaining the animal impounded.
